Representative Experience DC Water Gravity Thickener Overflow Replacement, Washington, DC. The Blue Plains Advanced Wastewater Treatment Plant treats more than 330 million gallons of raw sewage. During the construction of adjacent excavation, the gravity thickener overflow pipe was damaged resulting in the potential spill risk into the Potomac River and disruption of treatment plant processes. Expert was the project director and designer of the gravity thickener overflow pipe repair. The pipe design required realignment and siting to avoid future plant construction. The design included the hydraulic analysis of treatment plant processes to assess the hydraulic conditions in the pipeline and require sizing, the design of new junction structures to connect the new pipe into the existing treatment flow process and the preparation of construction documents. DC Water Clean Rivers Low Impact Development Retrofit, Washington, DC. Prepared project specifications for the low impact development retrofits of DC Water’s water and wastewater facilities. The Low Impact Development Retrofit at DC Water Facilities Project was intended to address Consent Decree requirements for the incorporation of Low Impact Development Retrofit (LlDR) techniques into three existing DC Water facilities for demonstration purposes. The LlDR facilities were designed to reduce runoff volumes currently discharged to the collection system by storing, infiltrating, evaporating and detaining stormwater. The proposed facilities included the design of two bioretention facilities, approximately 48,000 SF of green roofs, 9,800 SF of permeable pavers, and other improvements such as tree and vegetation plantings. DC Water Blue Plains Tunnel Site Preparation, Washington, DC. POSITION. Principal in charge of the preparation of the contract documents for the demolition of an underground sludge digester facility at the District of Columbia Advanced Wastewater Treatment Plant. The major items of work included purging 12 digester tanks and connecting galleries including cleaning and disposal of their contents, demolition and removal of 12 digester tanks each 84-feet in diameter with connecting galleries that included HVAC, electrical and mechanical equipment. The demolition also included gas control houses, a 66-foot diameter gas holder tank, a 50-foot diameter gas holder sphere, and foundations. Design included backfilling grading, and site restoration with soils suitable for tunnel shaft and dewatering pumping station, roadway base and surface improvements and redesign of plant entrance facilities, which incorporated a new guard house. District Department of Transportation Construction Management Services for Local Paving (Ward 8), Washington, DC. Principal-in-Charge. Providing construction management services for restoration project on the District of Columbia’s Ward 8 alleys and adjoining streets. Project involves overseeing the construction activities and maintaining roadway and roadside assets within the right-of-way in the District’s Ward 8. Work consists of resurfacing various roadway or alleys at designated locations. DC Water Engineering Program Management Consultant IIE, Washington, DC. McKissack Principal-in-Charge. DC Water undertook a plan to upgrade its water distribution infrastructure. Performing on a variety of task-orders under the 5-year Engineering Program Management Consultant (EPMC) IIE contract, including large diameter water main pipe condition assessments for separate lines along Reservoir Road and N Street, NW, reservoir and tank inspections, and permit plan reviews. This assignment was awarded following the firm’s successful performance on the EPMC IIA, IIC, and IID contracts. DC Water Clean Rivers Project, Washington, DC. Principal-in-Charge. Project team is preparing preliminary plans and providing construction management services for the Clean Rivers CSO Project, a new combined sewer overflow tunnel system that will store up to 75 million gallons of wastewater underground until there is hydraulic capacity to treat it at the Blue Plains Advanced Wastewater Treatment Plant. This is a $2.6 billion Long Term Control Plan (LTCP) for Combined Sewer Overflows (CSO). He managed teams of engineers, technical support staff, and others to develop engineering studies, conceptual designs, construction plans and specifications, and to provide design support during construction. Additionally, Expert mentored staff to complete complex engineering designs for sewer, stormwater, site layout, and utility relocations within dense urban environments. Other duties included coordination with DDOT to resolve potential design issues and construction timing conflicts, preparation of presentations to the public and engineering community, and the preparation and submittal of the required reporting to other local stakeholders. DC DGS Infrastructural Development for DC United Soccer Stadium in Buzzard Point, Principal in Charge for the DC United Soccer stadium development has been undertaken by the District of Columbia government with the District’s engineering consultant responsible for the design of infrastructure in the public right-of-way as well as providing service to the stadium and the adjacent new development. The design included new water and sanitary service, and coordination of the gas, electric and communication utility layouts and locations. Duties included design of the Green Infrastructure Bio-retention facilities used to capture stormwater runoff from the public right-of-way. Design considerations were made for the contaminated conditions of the existing soils within the project limits. Noman M. Cole Jr., Pollution Control Plant (NCPCP) Fairfax County- Excess Nitrogen Control Study, Fairfax County, VA. Expert served as a project lead for a study to identify and analyze alternatives for handling future wastewater flows (associated with nitrogen loads) in excess of the permitted 67 MGD (at the pending 3 mg/l effluent total nitrogen) capacity at NCPCP. The study included the evaluation of treatment alternatives such as rerating the Moving Bed Biofilm Reactor (MBBR), conversion of the last MBBR stage of the last aerobic stage to anoxic and providing last pass IFAS in activated sludge tanks as nutrient reduction potential. He performed a review of flow reduction alternatives such as grey water utilization, county required low flow plumbing and inflow and infiltration reductions. Other nutrient load reduction solutions included the evaluation of multiple point source discharge permit bubbling, plant effluent water reuse, flow diversions to other jurisdiction treatment plants, and acquisition of nutrient load offsets. |
