Between 1985 and 2014, Expert worked for the Food Safety Inspection Service -- the USDA agency responsible for enforcing the Federal Meat Inspection and Poultry Products Inspection Act and implementing Title 9, CHAPTER III, Code of Federal Regulations.

Between 1985 and 1990, Expert functioned as the Inspector-In-Charge at various slaughter and processing establishments, supervised the implementation of inspection procedures by lay inspectors, and represented FSIS to the establishment management. Between 1990 to 1997, he functioned as a Public Health Veterinarian teaching livestock and poultry pathology to in-plant inspection personnel, implementing postmortem inspection policy, and developing postmortem disposition policy and guidance documents. Between 1997 and 2000, he functioned as a Staff Officer, as part of team created to implement the Pathogen Reduction; Hazard Analysis and Critical Control Point Systems final rule in official establishments and develop necessary policy documents.

Between 2000 and 2008, Expert functioned as a Staff Officer responsible for development and implemented new inspection initiatives, which included the Enforcement Investigations and Analysis Officer and District Veterinary Medical Specialist programs, in-plant residue testing programs, the HACCP Inspection Models Projects for poultry and swine, Salmonella performance standards, and humane slaughter. Between 2008 and 2014, he functioned as a Staff Officer for policy development, responsible for developing and explaining FSIS inspection policy. He leveraged areas of expertise including livestock and poultry slaughter, raw products processing, sanitation, HACCP, exemptions, and humane slaughter.

Between 2000 and 2014, as an FSIS employee, Expert provided technical support to the administrative processes within USDA, FSIS designed to resolve the conflicts that naturally arise between a regulated meat and poultry products industry and the USDA, FSIS, which regulates the meat and poultry products industry.

From 2014 to present, as a private contractor, Expert assists the meat and poultry products industry in effectively navigating the administrative and bureaucratic processes within USDA, FSIS when attempting to resolve the conflicts that naturally arise between a regulated industry and the regulatory agency.

Expert understands very well what USDA, FSIS can and cannot require, what offices within FSIS can and cannot resolve a problem, and how to present an issue so that FSIS will respond to the problem at hand.

In 2003 and 2004, and again in 2006, while deployed in support of overseas military operations, Expert provided technical and operational support for civil-military affairs units conducting livestock development projects on the Arabian Peninsula and the Horn of Africa.

In 2015, as a private individual, Expert provided technical and operational support to a Southeast Asia mission organization and a private interest bring a livestock slaughter and processing facility online.

In the past, Expert has focused my efforts on small and very small establishments because they historically do not understand the difference between what USDA, FSIS wants and what USDA, FSIS has the legal authority to require. He helps them develop plans that reflect how they prepare product, and educate them so that they can explain to FSIS why their plans meet regulatory requirements.
