Expert has over 42 years of experience and has served as a Project Engineer, Project Manager, Structural Department Head and Engineer of Record on a wide variety of commercial, institutional, manufacturing, process and industrial facilities throughout the United States and Canada. He has been responsible for the design, coordination, administration and management of the structural engineering for a diverse spectrum of projects including the renovation, preservation and adaptive reuse of a variety of different types of buildings and structures. He has also designed and implemented the strengthening and restoration of a wide range of deficient and deteriorated buildings and structures. Expert is an ASCE and SEI Fellow, a ASCE Life Member, licensed in 38 states and 2 Canadian provinces, and has authored 42 technical articles published in Modern Steel Construction, Structural Engineer, and STRUCTURE Magazine.

EXPERIENCE
Project, Departmental & Division Management: Responsible for the development of engineering estimates and scope of work for job proposals. Developed formal written proposals for structural design, restoration, due diligence and investigative projects. Directed engineering and CAD staff through design, development and construction administration of contract documents enabling completion of projects within stipulated time frame and budget. Experienced with project coordination, administration and management of structural engineering and CAD staff. Responsible for resource control and budget oversight during project design and construction administration. Experienced with client development, servicing, management, billing and collections. Managed and coordinated outsourced work to independent contract engineers and structural consultants.
Structural Design & Analysis: Developed and designed structural steel, reinforced concrete (conventional, post-tensioned, precast/prestressed and site cast tilt-up), masonry and wood low and high-rise buildings, parking garages, bridges, marine piers and bulkheads, process and equipment support structures, foundations and signs. Involved in the elaboration of structural systems from preliminary concepts to successful completion of contract documents and construction administration. Performed investigative, due diligence and peer reviews of calculations, plans and specifications of buildings and structures for determination of code compliancy, cause of structural inadequacies or to develop condition surveys.
Structural Rehabilitation and Adaptive Reuse: Designed and implemented innovative strengthening and restoration programs of deficient and deteriorated parking decks, marine piers, process facilities, historic buildings and structures requiring increased load-carrying capacity or other types of remedial work. Subsequent salvaging of otherwise unusable facilities or adaptive reuse of existing structures was achieved.
Technical Writing: Formulated concise reports of inspection for investigative reviews, remedial analysis, condition surveys, due diligence and peer review efforts. Reports successfully used by clients for implementation of quality assurance, construction and strengthening programs. Developed material and performance technical specifications to accomplish the construction of a wide range of structures. Published author for AISC Modern Steel Construction, Structural Engineer, ASCE Practice Periodical on Structural Design and Construction, AISC/SEI 2006 Structures Congress and STRUCTURE Magazine. Instructor for on line continuing education courses ASCE and ACEC.
