Expert (, pronounced "Gary") is a professional manager with over 28 years of extensive management experience including full P&L responsibility. He has a proven track record of increasing profits by reducing expenses and increasing sales/market share. He is experienced in financial leadership, business development, and strategic planning for diverse industries. Expert has designed and conducted critical infrastructure assessments, intelligence studies, and analysis of business exposure to risks.

Expert has designed the premier system for "all hazards" business continuity management. The system is applied by a wide variety of private sector firms and public sector entities. Expert wrote and published two books on crisis management, one of which has been translated into Spanish for worldwide distribution. The system is based on five critical elements: management team, planning, operations, logistics, and finance/administration. When a leading international oil company was concerned over its ability to manage a major oil spill, Expert developed a crisis management template for use at the company's refineries, marketing terminals, chemical plants, production facilities, and transportation operations.


With expertise in identifying the critical links between an organization's infrastructures, Expert has in-depth knowledge of energy systems, transportation, telecommunications, banking and finance, water supply, continuity of government, and emergency services. He has developed assessment studies and recommendations for optimization of infrastructure use and protection. He has identified threats, hazards, vulnerabilities, interdependencies, and alternatives. After developing plans to respond to the loss of critical infrastructures, Expert provides training to personnel involved in disaster recovery activities.

Expert developed data analysis and tracking systems for evaluating information used in business decision-making. He provided consultation for clients on areas of weakness or vulnerability with regard to information resources and accessibility to information via electronic means. Expert has developed a seminar on the links between strategy, crisis management, and competitive intelligence in business.


Having developed Hazval(tm) and Auditrak(tm), Expert understands the importance of assessment programs for evaluating emergency preparedness. The programs analyze nine essential elements of analysis (EEA) through a series of measures of performance questions and measures of effectiveness (MOE) criteria. These diagnostic tools are the basis for developing emergency plans, training, drills and exercises, and commitment tracking systems. When a major steel producer was cited for violations and failure to comply with environmental, health, and safety regulations and faced fines in excess of $500MM, Expert was brought in to design and implement a companywide training system. He instructed nearly 7000 workers in hazard elimination and loss prevention, environmental awareness, leader safety training, quality management systems, and safety compliance.



Experienced at assembling diverse teams to address issues and provide business solutions, Expert has built, trained, and managed teams to provide delivery of training programs for clients in the steel, oil, petrochemical, and telecommunications industries. He has developed leadership training programs for new managers. He has developed subordinates to be able to manage complex scheduling, program development, and personnel optimization initiatives.

Expert has developed safety management systems for a variety of clients, including OSHA-required compliance programs, policies, procedures, and training systems. He has evaluated safety compliance initiatives to determine compliance status and enhance safety for numerous clients.
Expert has analyzed organization structure, personnel performance and use, determining core tasks and strategic business focus with a goal of optimizing resources and maximizing profits. He developed strategic goals and initiatives for diversity and re-structuring.
