Developed the business plan for the 2,400 acre Collinet-Bitye Plantation in Cameroon, West Africa, a $4 million revitalization financing proposal to transform a former rubber, coffee and cocoa plantation into to a state-of-the-art agribusiness enterprise. Expert served as a Program Advisor/Instructor with both the Close Up Foundation and the Congressional Youth Leadership Council in Washington, DC, programs that educates high school students in civics and federal government knowledge in 1990-91. He served as Assistant Professor at Howard University’s School of Business and Public Administration in Washington, DC, as an Instructor at Jefferson School of Business in Washington, DC and as a Management Consultant to the Institute for Services to Education in Silver Spring, Maryland. Expert also served as a Trainer with the Association for Public-Private Partnerships in Washington, DC, providing seminars in 1999 for 20 mid-level executives and bureaucrats from developing nations under grants from the U.S. Agency for International Development (USAID). With The Bowen Group, Expert has written several business plans and strategies for public, private and non-profits, to include Insuraty, Inc., an insurance brokerage firm in Bowie, Maryland. Working for the Urban Development Group of Washington, DC, he wrote the preliminary proposal for the Booker T. Washington Public Charter School for Technical Arts in May, 1998, a high school and adult education public charter school for construction and building trades that was funded at $1.4 million. In 1998, he wrote training strategies for the Ellen Wilson Economic Development Corporation under a welfare-to-work program of the U.S. Department of Housing and Urban Development in SE Washington, DC. He provided training for small and disadvantaged businesses in the building and construction trades for the Montgomery County Chapter of the Southern Christian Leadership Council, with the Urban Development Group, in 1998. He conceptualized and documented a business plan for the DC Private Industry Council to establish a Business Incubator, Business Development Center, and Job Training & Placement Service Center, in cooperation with Howard University and the U.S. Small Business Administration in 1995-97.
