Expert has a long history with RF systems dating back to 1977 when he joined the US Air Force. As a radar and navigation specialist he kept the systems operational on the RF-4C.

Discharging from the military with an Honorable Discharge he started his career working for Teledyne Brown Engineering on Soviet Sam Missile Defense Systems. As the RF lead on the SA-6 he and his team reversed engineered the system and restored it to operational use. In addition, Expert was involved in building test benches for the transmitter and data link systems. Expert sold off the radar and test benches in Cairo Egypt in 1985. Returning from Egypt Expert designed and tested radar scattering camouflage netting for the US Army. Operating from 2 to 95 GHz the nets suppressed radar signals blending the vehicle radar signature into the surrounding terrain. Tests results confirmed the new nets met the speciation and expectations.

At EG&G Special Projects, Expert was the principle investigator on the S-300 Soviet Air Defense System. He and his team reversed engineered the SA-12 Billboard radar. Expert reported his findings to the exploitation group at Wright Pattern, AFB, and to the National Security Agency (NSA). Expert found a unique RF spur signature during antenna pattern testing. ELINT organizations used this information as an identifier for the Billboard radar. Expert also operated the radar during mock war games.

Expert was the RF systems engineer in Textron’s Sensor Fused Weapon. Expert led the RF group during operational testing at Eglin AFB. The weapon system passed all requirements.

At Raytheon, Expert led the design and development of a radar module used of a phase array antenna during transmitting and receiving. The module was part of a subsystem used on the shipborne phased array radars. The design was a success.

Throughout his ten year career at BAE system Expert’s key success happened during his assignment as the Hardware Manager for the Joint Strike Fighter Electronic Counter Measure System. He led requirement and design reviews. He led the Integration and Test team to a successful completion. At peak staffing Expert led 95 BAE engineers and managed a 100 million dollar contract with Northrop Grumman. Expert was responsible for a total budget of 154 million dollars. Expert met schedule and maintained a CPI and SPI of greater than 1 for 30 months. Expert delivered the system to Lockheed Martian on time to start SIL testing.

As technical director Expert was successful in developing an EO/IR camera system in less than thirty two days for the US Army. Expert and the system deployed with the 3rd Armored Calvary to Fort Erwin, CA. He successfully demonstrated the system during the thirty day exercise. It was so success the Regimental Commander at Ft. Hood wanted 85 units before they deployed to Iraq.

As Chief Engineer and data link expert for United Technologies Aerospace Systems (UTAS) Tactical Reconnaissance Systems (TRS) division Expert has greatly contributed to the testing and fielding of the DB-110 data link. Expert designed and developed the Anechoic Chamber used for data link open air end-to-end testing in the lab. He has optimized the ground station antenna search pattern to locate the aircraft more efficiently. The optimized pattern decreased search time and increased the probability of aircraft detection. Expert is also very knowledgeable on radomes and radome material.
Expert assisted the synthetic aperture radar (SAR) engineers with system and radome requirements. He has developed models, analyzed and provided reports on the expected system performance Expert has been an instructor at the United Technologies Academy of Engineering Excellence on the topic of SAR motion errors and correction algorithms.

For all TRS programs, Expert has performed analysis on multipath issues, RF safety, data link towers. Currently, Expert is the RF consultant for the DB-110 programs.
