Mr. Martin Expert brings many years of hands-on experience as a project management professional specializing in Program/Project management, assisting the legal profession with delay claims and personal injury cases, CPM planning and scheduling, project organization and control, and interfacing with owners, architects, engineers, consultants, construction managers, and contractors. He is also very skilled in resolving disputes among owners and contractors involving construction projects. Martin's work involves all phases of managing a project, including: proposals, presentations, administrative correspondence, construction inspections, design and constructibility review, preparation of contract documents, proposal review, selection of contractors, consultants and vendors, and selection of project management software. He is also very knowledgeable regarding project valuation, including aspects of streamlining and claims prevention. Expert gained experience in project oversight and providing accurate assessments of project cost and schedule, thus keeping owners apprised of the project status.

Martin has a significant background in providing arbitration/mediation service for construction disputes and can provide assistance in the review of construction claims and disputes. As a Project Management Consultant, he gained experience in rendering expert opinion in conjunction with delay claims, CPM schedule analysis, and litigation involving personal injury arising from the practices of utilities and manufacturers of electrical devices. Martin has testified in front of the New York Supreme Court, the Southern District Court in New York, and the American Arbitration Association. In addition, Martin is registered as a neutral arbitrator with NYSE, NASD, and AMEX.

Martin has worked extensively on projects involving the repair and maintenance of major infrastructural elements, including roadways, bridges and tunnels. He also has experience in connection with major construction projects involving the engineering and construction of nuclear and fossil fuel power plants, additions and modifications to existing plants, high voltage transmission lines, large and small hydroelectric plants, desalination plants, and computer facilities.

Expert has been involved in projects doing "Gut Rehab," which involves the complete renovation of large-scale apartment complexes. These projects involved the complete renovation of about 1,200 units at one time.

Expert has been involved with program/project/construction management for more than 25 years and experienced diverse spectrum of projects in the electrical utilities, urban housing, bridges/tunnels, airports, and rail facilities. He was in charge of managing projects in total, and oversight responsibilities. Expert developed a consulting practice to work with attorneys on project claims and personal injury cases related to utility operations or negligence on the part of owners/vendors/contractors. Expert was used as an expert on cases involving personal injury and disputes between owners and contractors/subcontractors.

He helped attorneys in analyzing cases involving personal injury. He provides Federal Transit Administration representatives with objective assessments on project developments including schedule and budget reviews for a mega project (East Side Access; $6.3 billion).As a Program Manager on the Terminal 4 project at the JFK International airport, Expert provided the owner with real-time assessments of the construction progress of the terminal.He has provided construction management services to contractors and owners of capital projects.
