Expert has considerable pre-contract expertise including the provision of support to contracting authorities, end recipients and international finanicial institutions in the preparation / assessment of feasibility studies, cost benefit analyses and funding applications, project budget estimation, value engineering analyses, reporting on options and strategies for contract form and tender procedures, development of tender pre-qualification procedures and selection criteria, advice on contract guarantee requirements, preparation and review of tender documents, including drafting instructions to tenderers and particular conditions of contract, co-ordination of technical specifications, bid evaluation, contract negotiation and reporting on recommendations for contract award.

Experienced in the project funding conditions and procurement procedures of the European Commission (PRAG), EBRD and EIB. Extensive knowledge of FIDIC Red, Yellow and Silver Book Forms of Contract.
Responsible for training and supervision of local personnel in project and contract management best practices in several countries.
