ASME BOILER AND PRESSURE VESSEL CODE; ASME PRESSURE PIPING CODE. Expert has worked with ASME codes and standards since 1956 and has served on the code committees since 1968. He has summarized all of the changes to these codes since 1952. He has a complete library of boiler and piping codes and a database containing descriptions of all changes as far back as 1950 and all ASME Code Interpretations since they were published in 1977.
PRESSURE VESSEL QUALITY CONTROL. Expert is an expert in practical quality assurance. He has assisted many companies to become accredited by ASME and has also been an outspoken critic of current practices which rely on documentation and procedures rather than on results, product compliance, and controlled costs. The US NRC and DOE have based their new quality approach on his guidelines.
NUCLEAR POWER PLANT OPERATION. A member of the nuclear code committee since 1968, Expert has worked at most nuclear sites in the US and has consulted at plants in South America, Europe, and Asia. He has been a prime mover in many successful efforts to reduce costs of repairs, modifications, and operations. Expert is acknowledged as an expert in structural design, welding, quality assurance, codes and standards, nuclear components, pressure vessels and piping, and ASME material certification, traceability, and verification. He has testified as an expert witness in lawsuits involving as much as $1 billion.
LAYER VESSEL DESIGN; LAYER VESSEL CONSTRUCTION. Expert has designed hundreds of layer vessels while at CBI that were built to withstand pressures from 2000 to 15,000 psi. He worked closely with materials, welding, and construction details.
WELDING DESIGN. Expert has worked with welded structures for 40 years, having responsibility for design, application, and examination. He has written new criteria for welding and inspection of welding and has testified in Federal court on welding issues.
Expert wrote some of the first manufacturing quality assurance programs in 1965. Since that time he has written ASME Code rules on the subject and has been a critic of the implementation of such programs for their ineffectiveness and outrageous costs.
Expert has consulted on the use of and understanding ASME Boiler and Pressure Vessel Code. He has consulted on design, materiale, welding, fabrication, non-destructive examination, testing, and quality control/assurance.

Expert has been an expert witness in several cases: 1. He prepared an expert report regarding ASME Code quick-actuating closure. 2. He prepared a technical report and was deposed on the issue of a quick opening closure. Without going to trial, a Summary Judgment was entered in favor of the defendants. The judge's ruling quoted portions of his report several times. 3. He was deposed regarding ASME Code requirements for quick-opening closures. His testimony pertained to safety aspects of the Code requirements. The case was settled favorably out of court. 4. For Enserch vs. Exxon (1996-1997), He prepared testimony and gave deposition on the issues of hydrostatic testing of pressure piping systems, welding programs, quality assurance, B31.3 Piping Code, and miscellaneous construction issues. 5. He prepared testimony and gave deposition regarding reasons for the release of anhydrous ammonia from a railroad tank car. The case was settled out of court shortly after deposition was given. 6. He acted as an expert witness and consultant in a case where the issues involved quality assurance, ASME Code requirements for power boilers, and management conduct. The case was settled shortly after deposition. 7. He provided expert testimony in the area of traceability of material. The problem was the cause for the destruction of a petroleum plant. He provided guidance to attorneys on Code requirements and evaluation of technical experts reports, including aspects on materials, fabrication, and examination. The case was settled out of court in favor of the client. 8. He provided expert testimony regarding the design of a jacketed pressure vessel with a quick opening closure. 9. He provided testimony regarding inadequate quality assurance efforts on the part of a contractor who overran cost and schedule at a nuclear power plant. The case was settled out of court. |
