In the decade of the 1990s, Expert traveled with other FDLE CJST-DT Subcommittee members to Florida academies and demonstrated the new required curriculum to their instructors. He also wrote extensively about its implications and about the Florida Force Continuum Matrix in Criminal Justice publications. As a committee member, he freely gave expert opinions over the phone to officers, supervisors, investigators, administrators, attorneys and the FDLE itself.
