Request Expert

Expert retired from the position of Expert of Police for the City of Monticello in 2008, where he had served as Expert 12 years. Prior to that, he worked 24 years at the Tallahassee Police Department in roles of increasing responsibility and authority. Expert retired from the Tallahassee Police Department in 1996. His last two assignments with the Tallahassee Police Department were Watch Commander then Internal Affairs Commander. He was an original member of the Florida Department of Law Enforcement (FDLE) Division of Criminal Justice Standards and Training (CJST) Defensive Tactics (DT) Standardization Subcommittee. He served on that committee from the time it was created in 1986 until it was allowed to sunset in 2002. That DT Committee researched designed and in 1990, presented the defensive tactics program that the CJST approved and required to be taught in all Florida Criminal Justice Academies. Expert remained an active member of the standing DT Committee. On that committee he helped provide continuing service to the CJST in the form of reviewing and updating training to Florida academies on the new and evolving required DT curriculum.

In the decade of the 1990s, Expert traveled with other FDLE CJST-DT Subcommittee members to Florida academies and demonstrated the new required curriculum to their instructors. He also wrote extensively about its implications and about the Florida Force Continuum Matrix in Criminal Justice publications. As a committee member, he freely gave expert opinions over the phone to officers, supervisors, investigators, administrators, attorneys and the FDLE itself.
