Expert served as Medical Director for several correctional facilities, including the SCI-Muncy Women’s Correctional Facility. His tenure was marked by cost reductions and program development, earning him the 2009 Pennsylvania Correctional Physician of the Year award. Additionally, he has consulted extensively on malpractice and liability cases, with a focus on addiction medicine and pain management.

Expert has lectured at state and national conferences on topics such as evidence-based pain management and opioid prescribing practices. As a former Associate Professor at Lock Haven University’s Physician Assistant Program, he directed correctional medicine programs and mentored numerous graduate students.

Expert’s academic credentials include a Doctor of Medicine from Jefferson Medical College, an MBA in Healthcare Management from the University of South Florida, and fellowships in pediatric and cardiovascular anesthesiology at Harvard Medical School and Georgetown University.
