He is Ph.D. in Solid State Physics and author of 71 publications on electron theory of solids, electron band structure, Fermi surface, impact of electron structure of metals and alloys on the phase transformations, electron structure of high temperature superconductors, and transport properties of solids. Current area of research is electron structure and phase stability of the systems with strong electron-phonon interaction.
He has proven track record in decision making in the poorly defined business situation under the conditions of insufficient funding, unclear regulatory environment, possible government corruption, and lack of time and other resources, e.g. - when traditional process cannot be applied. Practical experience includes launching of the implementation of the $125mln. TACIS program in Ukraine (1992, the program was close to termination by the European Commission), management of the transition of the Ukrainian space industry from fully-government to fully-commercial (1993-1995, as Head of the National Space Agency), launching of the $12.5mln. international military conversion project (STCU) and key management positions with the commercial space industry projects in Canada, Australia and USA (1996-2006).
He has recently authored the "Compound Semiconductors Market 2007-2012" research for the major USA technology market research company.
He is the former high ranking space and missile industry official of Ukraine. At the time of his tenure Ukraine operated one of the World largest ballistic missile production industries, and possessed the world's third largest nuclear arsenal. He made significant contribution in the transformation of the Ukrainian government-funded space and missile industry into fully commercial and profitable one; he was also one of the key players in nuclear disarmament of Ukraine. His areas of expertise include: world nuclear forces, ballistic missiles, missile technology control, and ex-Soviet missile industry. He is also intimately familiar with all aspects of commercial Space launch operations world-wide, Space markets, and Space launch technologies.
He had conducted in-depth research of the space launch opportunities for the very uncommon commercial suborbital launch operations, provided the customer with the recommendations and assisted in the contract negotiations. He had conducted a series of in-depth investigative research efforts that allowed to identify the key players behind the gas transit operations between Turkmenistan, Russia, Ukraine and Europe, and had provided the recommendations to the customer on the optimal business strategy, and on the mid-term industry developments.He and his team had developed the Draft 1993 TACIS consulting services program for Ukraine, which was approved by the European Commissin with only minor changes.
