Forty years of experience in civil and environmental engineering and project management. Regulatory Experience:
Extensive experience in working with federal and state regulators in evaluating and negotiating NPDES and TPDES Discharge, Water Reclamation, Sludge Disposal permits, and Water Treatment approvals. Extensive storm water permitting experience, including MS4 compliance planning. Over 40 years of experience working with CWA/OPA, SDWA, NEPA, RCRA, CERCLA, SARA, LUST, TSCA, and other federal, state, and local regulations. As a member of the State of Texas’ TCEQ Rule Writing Committee, participated on the 30 TAC-217 Constructed Wetlands and Wastewater Disinfection subcommittees which authored the current rules, and contributed to the TCEQ’s TAC-210 Reclaimed Water Rule. Negotiated first permit in Texas for irrigation disposal of low level naturally-occurring radioactive material (NORM) wastewater associated with a groundwater membrane treatment plant, and negotiated a parallel Class V injection well authorization for alternate disposal. Member of TCEQ’s EnviroMentor program, providing pro-bono technical and regulator advice to small communities and businesses. Also have regulatory coordination experience in the states of New Mexico, Arizona, Louisiana, Mississippi, Massachusetts, Pennsylvania, Ohio, New York and New Jersey.
Representative Project Experience:
- TX. Project Manager, Utility Services. Managed analysis and modeling of the city’s water distribution and sanitary sewer collection systems. Water analysis and modeling included critical infrastructure review, WaterCAD® model development and field calibration, and current and future condition analysis to support city master planning. Wastewater analysis included wet-weather I&I field study, SewerCAD® model development, forcemain surge analysis, and capital improvement planning for current and future capacity demands. Wastewater treatment plant process review identified facility upgrades to support service growth beyond pending 75% capacity limit. Water resource infrastructure planning identified alternate groundwater supply to augment city’s current Edwards supply for both short-term drought relief, and long-term resource management through aquifer storage recovery (ASR). Storm water compliance (MS4) planning and program implementation support.
- TX. Project Manager, Utility Services. Managed analysis and modeling of city’s sanitary sewer collection system, and water distribution. Wastewater analysis included wet-weather I&I study, sewer mapping, and development of SewerCAD® model for current and future conditions planning. Developed flow equalization plan for wastewater treatment plant to manage wet-weather infiltration and inflow (I&I) peak hydraulic loads. Assisted city’s implementation of MS4 storm water compliance program, including SSO (Sanitary Sewer Over-flow) reduction program. WaterCAD® water distribution modeling identified needed elevated storage revisions and transmission improvements to address current system pressure deficiencies and to support future growth. Managed design of various WWTP improvements including belt filter press and UV disinfection improvements to support reclaimed water treatment goals, lift station repairs, site grading and drainage, and conducted chlorine safety training.
- TX. Consultant. Provided consulting support to the city for vulnerability assessment of the water treatment plant (WTP) and water utility. Assisted the city with procurement of replacement membranes for their WTP, and provided related expert witness support for resolution of related plant deficiency claims. Assisted city with various USEPA and state regulatory compliance programs implementation.
- Siphon Replacement Project. Project Manager. Managed hydraulic analysis and design of large siphon replacement project as part of SAWS primary infrastructure program supporting SAWS’ USEPA Agreed Order Consent Decree for SSO (Sanitary Sewer Overflow) and I&I (Infiltration and Inflow) reduction. SewerCAD® modeling allowed use of parallel 54-inch gravity trunk line to divert peak wet-weather flows away from siphon, allowing in-place sliplining rather than replacement, Reuse of abandoned nearby siphon as an alternate lift station northern forcemain via sliplining avoided the need for a new second forcemain, and reduced power consumption by 20% at SAWS’ largest system lift station. Revised grade of southern siphon and forcemain discharge outlets balanced hydraulics and improved overall system efficiency. Value of associated improvements is approximately $20M
- Twin 72-Inch Sewer Replacement Project. Project Manager. Managed hydraulic analysis and design of aged twin 72-inch parallel primary sewer trunk lines as part of SAWS primary infrastructure program supporting SAWS’ USEPA Agreed Order Consent Decree for SSO (Sanitary Sewer Overflow) and I&I (Infiltration and Inflow) reduction. SewerCAD® modeling allowed upstream flow splitting to parallel Mission Road Outfall 54-inch sewer, supporting use of 60-inch fiberglass reinforced pipe (FRP) sliplining of the twin 72-inch lines in lieu of replacement, and minimized associated neighborhood disruption during construction. Performance based specifications allowed significant project schedule acceleration and competitive pricing. Odor control study and strategic placement of a biological odor control unity (BOCU) near the downstream siphon entry point eliminated area odors and associated public complaints. Value of associated improvements is approximately $25M.
- Sewer Replacement Project. Project Manager. Managed hydraulic analysis and design of large sewer trunk-line replacement along Martinez Creek, supporting SAWS’ USEPA Agreed Order Consent Decree for SSO (Sanitary Sewer Overflow) and I&I (Infiltration and In-flow) reduction. The 2 mile sewer project replaces aged concrete sewers with a 54” and 48” fiberglass rein-forced pipe (FRP) gravity sewer with fiberglass manholes, at depth exceeding 25 feet with several bored and tunneled below-bridge crossings. New PVC side sewers reconnections with fiberglass manholes are included, along with large-flow bypass pumping and work sequencing along to maintain service during construction. Shallow soils along the installation corridor include Class-2 Special Wastes to be separately handled and landfill dis-posed. Value of associated improvements is approximately $18M.
