As CEO of his eponymous consulting firm, Expert has provided capture organization, review and cost estimation for a $1.3B transportation information proposal on behalf of a company with limited government contracting experience. As President of a technology company, Expert provided IT support for Army inventory management, maintenance management and food service, won 40% of IT proposals and doubled capture revenue. Additionally, as Boeing Log C2 Executive, he led a multi-company team in developing a $900M IT-based distribution center within the Saudi Arabia Economic Cities project. He implemented the Army’s first active tracking of convoy and cargo movements (1990-1). He also managed US Transportation Command’s Information Technology portfolio ($350M) with a 1st-year savings of over $90M (2006-8). He served as Portfolio Manager for the Army’s logistics Information Technology portfolio during $1B expansion to satellite connectivity (2003-4).
Expert was selected from over 200 General/ Flag Officers nominated from 20 countries to be NATO's first Logistics Senior Mentor. He is one of 11 retired General/ Flag Officers from five countries supporting the NATO Response Force HQs. During biannual exercises, he also provided daily advice and recommendations to senior officers, staffs and training teams. In addition to working with NATO Joint Logistics Commanders/ Staffs, he supported requirements development for NATO next generation log information technology. Expert also served as Senior Mentor to the Comprehensive Operational Planning Course for both NATO and the UN.
Expert led the recovery of the nation's largest veterans service organization following a public relations crisis resulting in the dismissal of their CEO & COO. His internal reorganization, marketing changes and external engagement resulted in a return to public confidence as evidenced by positive fund raising following a 50% decline. Expert led the recovery of an information technology company that had lost 90% of its revenue and had not won a contract in the 18 months prior to his hiring. Under his leadership, the company won 60% of their proposals and nearly doubled in revenue in 12 months.
Provided Executive Consultant support for a $1.3B government 3rd party logistics services and IT support contract. Support included developing proposal strategy, win themes, customer hot buttons, teammate recommendations, and capture manning. Helped to organize the proposal response format, provided written input to management summary, and reviewed entire document for compliance and compelling rationale. Provided input to pricing strategy and specific inputs to differentiating diversification for lanes of business.
Provided business strategy consulting for a $400M company with a five year objective of growing to $1B. Support included identification of core capabilities, examination of potential opportunities, development of strategic partnerships, calculation of workshare and P-Win, and presentations to governing board.
Provided consultation for several businesses which had recently graduated from small business status in all aspects of business strategy, proposal and capture, partner management, core capability definition, and manning. Successfully assisted in their successful transition from the protected environment of a small business to the competitive environment of large businesses.
