This section is responsible for representing the Dept. of Crime Control and Public Safety that includes the North Carolina Highway Patrol and the Division of Alcohol Law Enforcement and the Division of Motor Vehicles. The attorneys advise the Secretary of Crime Control & Public Safety and directors of the numerous divisions on legal and personnel issues as well as train all members of the Highway Patrol, Motor Carrier Enforcement Officers and agents of Alcohol Law Enforcement. Motor vehicle law, including DWI and Alcohol Beverage Control training materials used to instruct all state and local law enforcement officers are developed and revised by this section. Since 1984 this section handles all criminal appeals from persons convicted of DWI, vehicular homicide and traffic offenses. This section also advises the Governor's Highway Safety program and the chemical analysis branch of the Department of Health and Human Services on issues relating to DWI and highway safety. |

Expert does limit his testimony to support the police officer. He is not comfortable reviewing or testifying in cases against a law enforcement officer or a law enforcement agency. |

Expert has developed numerous courses and training seminars including the one he teaches at the Administrative Officers Management Program at North Carolina State University as well as the Law Enforcement Executives Program at North Carolina State University.
