Expert is board-certified in family medicine with a subspecialty in pediatrics, teaching and practicing in a multi-specialty, medically underserved ultra-orthodox community health center in the Hudson Valley of New York and two other teaching hospitals since 2002. He was Corporate Medical Director of a health services corporation, then served as the National V.P. for Research Development and Utilization Management of a major insurance firm, as well as other management positions. He received his M.D. in NY in 1969 and completed his internship and resident training at the Children’s Hospital of Philadelphia in 1972. In 1984, he received his MS degree in professional studies in Health Services Administration.

In practice and management, he was involved in direct patient care and teaching medical students, residents, nurses and staff at several teaching hospitals. His teachings focused on issues of efficiency and effectiveness in illness management, health promotion, and business risk in clinics and hospitals. His main professional goals included accessibility, affordable healthcare, effective, quality health care as well as the promotion of health. His strength as a health care manager was his sensitivity to all customers and customers’ needs as well as his ability to create information strategies and systems using his public speaking, writing and teaching skills. He emphasized participation of healthcare givers as well as trust and maintaining a common vision.

His experience includes developing or introducing many health care strategies in a community health center, PPO, IPA, HMO or managed indemnity environment. All the health care strategies and methods were designed to evaluate and improve medical practice. He has been responsible for various health care models serving approximately 35,000 fee for service, 80,000 prepaid and 20,00 entitlement patients in four different cities. His expertise include achieving buy-in, building health care delivery systems, community-based networks, writing grants, research, clinical guidelines and standards, quality improvement, medical-legal and utilization management, and case mix adjusted provider profiling, feedback and other support systems.

He has presented numerous presentations at seminars and forums on HMOs, PSRO, Medicaid/Medicare, motivation, productivity, non-profit corporations, computers, legal aspects of health care delivery, health care administration, health care leadership and management. As a MD, he continues practice medicine and train in pediatrics, family practice, hospital quality assurance, allergy, endocrinology, perinatology, infectious disease, cardiopulmonary rescue, health promotion and preventive medicine and serves on several advisory boards of both national and regional associations.
