He earned his MD from The Pennsylvania State University College of Medicine after completing a BS in pre-medicine at Penn State University. Following a comprehensive five-year training program—three years of which focused on pediatric cardiology—he has developed a distinguished career in both clinical care and medical education. Expert holds active medical licensure in Pennsylvania, with inactive licenses in West Virginia, Ohio, and Missouri. He achieved board certification in Pediatrics in 1984 and Pediatric Cardiology in 1985.

Expert served as Chief of Pediatric Cardiology with the United States Air Force, where he provided clinical care and resident education. After the Air Force, he was Chief of Pediatric Cardiology at Allegheny General Hospital, during which time he established and led a comprehensive pediatric cardiology service, including fetal, neonatal, pediatric, adolescent care, and outreach consultative programs. He then moved to Geisinger Medical Center as Staff Pediatric Cardiologist, and later to Penn State Medical Group, where he served as Associate Professor of Pediatrics, delivering expert clinical care and actively educating medical students and residents.

His research and clinical interests include the application of pediatric and fetal cardiology diagnostics in community settings, noninvasive evaluation of neonatal myocardial function, and assessment of fetal cardiac diseases using advanced technologies such as 3D echocardiography and Doppler. Expert is also an experienced expert witness, having reviewed cases, provided depositions, and testified at trials.

In addition to clinical duties, Expert has a strong teaching record: he has educated residents, students, nurses, and sonographers across multiple institutions and held roles such as Co‑Medical Director for Pediatric Advanced Life Support courses, and he regularly presented grand rounds and lectures in fetal, neonatal, pediatric cardiology, and critical care.
