He was the Vice President of the Architectural & Facilities Engineering Division of Walt Disney Imagineering, the company responsible for designing and building Walt Disney theme parks world-wide. As Director of Environmental Planning for deployment of the MX missile for the Air Force, he was responsible for planning two new Air Force bases with populations of 13,000 to 17,000 workers and dependents required to support the 4,600 missile shelters deployed over 8,500 square miles in a proposed deployment area of either Nevada-Utah or Texas-New Mexico. And, because of the alternative layouts required for NEPA requirements, the total analysis area in the four states was 60,000 square miles. 200 missiles, in addition to decoys, with 10 nuclear warheads each, would be in relative constant movement among the shelters which required 5,800 miles of new roads. But again, because of having to consider alternative layouts, road rights-of-way for analysis and siting totaled 16,000 miles. He received the Legion of Merit for “successfully directing the largest environmental planning effort in Air Force History”
He was the Base Civil Engineer for an Air Force base, the equivalent of small town, with a population of about 30,000. There were office buildings; K-12 schools; hotels; parks with recreational facilities; a golf course; family neighborhoods in town (and outside) with about 8,100 homes serving 26,000 family members; bachelor housing for about another 4,000; and a large, very active, adjacent airport which was owned, operated, and maintained by the small town. The total value of the town and its airport, based on recorded cumulative initial cost over many years, was $6.5 Billion. He lead the single organization (1,600 military and civilian members) which planned, programmed, maintained, altered, added, and provided utilities to all the facilities in this "town." In addition it operated and assigned occupants to all 8100 family homes.
He headed the Department of Management Applications of the Civil Engineering School in the Air Force Institute of Technology which provided initial and continuing facility management education for the Air Force.
As a consultant for the Orange County Public Schools in Orlando, Florida, he developed a new internal facility organization which principally included operations & maintenance, design & construction, and an internal minor construction organization., He developed new job descriptions, career development positions and salary ladders for each position category. He developed new procedures manuals for the Operations & Maintenance Division.
He performed similar services for a large Fortune 500 company under a confidentiality agreement.
Following completion of Disneyland Paris, as Vice President of Architecture and Facility Engineering for Walt Disney Imagineering with world- wide responsibilities, he was promoted to Senior Vice President and general manager of Walt Disney Imagineering-Florida. In this position he was responsible for project management of all design and construction on the four Disney theme parks and three water parks on Walt Disney World near Orlando, Florida from 1992 to 1996.
