During the past 32 years Expert has developed and applied time series and geo-statistical models to environmental quality and hydrologic data. Research and educational experiences include the development and teaching of graduate level engineering courses on this topic and the co-authorship of more than 60 journal articles. Expert has presented his work at more than 40 national and international scholarly meetings.

Applications have included detection of health outcomes resulting from adverse air quality, forecasting stream flow, design of industrial and domestic wastewater monitoring systems, analysis of trends in air pollution, use of failure time methods in the analysis of trace level chemical measurements, and the fusion of meteorological and satellite measurements with surface measurements of air quality.

Expert has carried out this work with state and Federal agencies and private companies in the semiconductor, metal finishing and agricultural irrigation sectors. He has been retained as an expert witness in the area of water quality.

Expert Witness Experience
Expert was retained as an expert witness in cases involving the Clean Water Act as it pertains to commingling of urban storm water and water used to irrigate agricultural land. He worked for two different irrigation districts (plaintiffs) who were seeking damages from government entities that allowed urban storm water runoff to enter the plaintiffs irrigation works. Expert prepared reports describing the impact on water quality of urban runoff and was deposed in each case.
