Expert has provided extensive training, education, and consulting on HMR-181 regulations. He has provided consulting to both hazardous waste generators and transporters on packaging, labeling, placarding, manifesting, employee training, and other key requirements of HMR-181. He has worked with private clients in establishing waste characterization programs, in developing hazardous waste management strategies, in selecting best practices and most economical technologies for waste-specific problems. Additionally, he has assisted clients in dealing with litigation issues as a result of off-site contaminations in groundwater and impairment to third party properties from the handling, processing and transportation of a variety of hazardous wastes. Part of his expertise stems from serving as project manager for numerous waste cleanup operations both in the U.S. and abroad. He has authored numerous books and articles on this and related subjects.
Expert is well recognized for his expertise in the field of industrial safety practices and techniques when dealing with hazardous wastes. He has written numerous books on this subject, has managed many dozens of site cleanup and site investigations both in the U.S. and throughout Eastern Europe, and has advised numerous clients on litigations stemming from personal injury incidents as a result of exposures to hazardous materials and fire/explosion incidents. He has provided continuing education programs and lectures on this subject at such institutions as New Jersey Institute of Technology, University of Maryland, Texas A&M University, the Russian Academy of Sciences, the Ukrainian Academy of Sciences, and numerous in-house training programs with private sector clients. He has assisted companies in developing site-specific personal safety programs with emphasis on waste cleanup operations and decontamination/clean-up of industrial site operations.
Expert has extensive knowledge and background in dealing with complex industrial sites dealing with mixed hazardous wastes. These expertise range from identifying cleanup technologies, to best practices, to developing strategies for site cleanup operations. In addition, he has unique experiences in reconstructing the events of industrial site operations for older facilities where it has become critical in identifying cleanup strategies and in determining liabilities in environmental litigations. Examples of the types of wastes encountered in mixed streams and contaminated sites he has dealt with include chlorinated hydrocarbon solvents such as TCE, TCA, a variety of solvents including benzene, MEK, various chemicals such as VCM, mercury, PCBs, beryllium, numerous heavy metals. He has worked extensively in such sectors as chlor-alkali production, refinery operations, synthetic polymer production, pesticide and fumigant manufacturing and application sites, and rocket and pyrotechnic chemical production.
Expert is experienced in managing and designing site remediation programs involving groundwater and soil contamination. He has worked extensively in underground storage tank (UST) removal operations, PCB contamination, and spills of mercury, TCA, and ammonium perchlorate.
Expert has provided Right to Know (RTK) training for select companies since the mid-1980s. As part of helping to establish formal EMS (Environmental Management Systems), RTK training is provided on a tailored basis to clients.
Expert has extensive knowledge of and experience in working with and analyzing occupational risks associated with hazardous chemicals. He is the author of a major handbook in which over 1000 hazardous materials have been extensively researched for health risk exposures.
Expert has supervised and consulted on numerous site remediation programs including UST removals, tritium in wastewater recovery, ammonium perchlorate groundwater remediation, and pump and treat technologies.
An expert on HMR 181, Expert has provided consulting to U.S. corporations for more than 10 years on DOT regulations involving hazardous waste transportation issues. He is the author of the college textbook titled "Transportation of Hazardous Materials", published by Noyes Publishers.
In numerous litigations and as a consultant to private sector clients, Expert has provided technical expertise on advanced and cost-effective treatment technologies for mixed hazardous wastes.
Through international assignments, Expert has aided in both conceptual and detailed wastewater treatment plant designs. These consulting assignments have included establishing EMS and P2 programs at wastewater treatment facilities.
Expert has more than 20 years’ experience working with hazardous materials and performing occupational risk assessments. His experience includes litigations involving indoor air quality issues, inhalation hazards associated with chlorinated hydrocarbons, and asbestos exposure.
Industrial solid waste has been a primary focus of Expert’s work. For more than 11 years, his consulting assignments have focused on cleaner production and pollution prevention programs using life cycle tools. The book "Achieving Environmental Excellence," published by Government Institutes Publishers, has been critically acclaimed as a significantly new approach to implementing integrated EMS programs with pollution prevention at the core.
Industrial solvent toxicity has been a focus of many of Expert’s pollution prevention assignments. Chlorinated hydrocarbons are a specialty in terms of his expertise on human risk exposure and fate and transport.
Expert approaches industrial waste management through advanced techniques based on ISO 14001—the Environmental Management System. In his approach, pollution prevention is the driving force for establishing investment strategies for modernization and even financing the certification/registration of a corporate EMS. He is experienced with ISO 14001, EMAS, and EBRD protocols.
As the former head of product development for Vistalon Polymers (Exxon's EPDM line of specialty elastomers), Expert has extensive knowledge of rubber chemistry, polymerization, and rubber/plastic blend processability.
As the former Manager of Exxons' EPDM line of elastomers, Expert has extensive knowledge of polymer chemistry, particularly with regard to vanadium-halide catalyst systems. Application of chemistry principles to designing tailored elastomers for processing and performance optimization are key strengths among his expertise.

Expert has provided expert testimony and consulting for both plaintiffs and defendants in more than nine major cases on historical contamination issues to groundwater and land – including cases in the $1 billion range and Superfund sites.
