the past approximately 20 years, dating back to 1994.

Expert has extensive experience supporting both public and private non-profit in navigating the often byzantine field of disaster/emergency management. Expert
has experience supporting all levels of government, including: Federal, State, County, and local government. With special emphasis in FEMA Public
Assistance Program supporting infrastructure repair and other long term economic recovery interests. Expert was an integral part of the project team that
developed and implemented 4 out 5 of the larges FEMA PA grants in history totalling over $6 billion. Sub-specializations include insurance related issues,
audit response, compliance assessment, procurement, grants management, high end policy/problem resolution, and identifying/resolving complications
resulting from multiple sequential disasters.

Expert has approximately 20 years experience in the trenchless technology field dating back to 1996 and has worked in markets serving the field all over the
United States and the world. Background includes robust experience in: business development, contract administration, subcontract selection/management,
scheduling, contract/technical specification review, estimating/bidding, client relations, material control, quality control/assurance, process improvement,
and field supervision.

Expert has developed a specialized background in understanding the interaction of federal disaster recovery programs and various forms of insurance,
including both commercial insurance and NFIP. These background primarily focus primarily focuses on: grants administration issues, duplication of
benefits, and compliance with requirements to obtain & maintain coverage. Expert's efforts result in minimize cost, maximizing eligibility, and optimizing risk
management - especially for entities that have suffered multiple disasters or likely to suffer multiple disasters. Expert's experience dates back to 2006 or
approximately 10 years.

Develop standard operating procedures for Insituform Technologies, Inc. and Jacobs Engineering Group.
