Expert has worked with the air transportation industry for over 30 years. His experience has involved work with commercial, corporate, and private aircraft operators. He has prepared site plans and completed engineering designs for aircraft taxiways, parking aprons, hangars and maintenance facilities at airports.

Approximately 30 years of Expert's career has involved the planning and design of airports. He has served as the design engineer or as the senior lead engineer on hundreds of airport projects including runways, taxiways, aircraft aprons, roadways, and vehicle parking. Airport experience has included design of storm water management and drainage, airfield lighting and signs, navigational aids, and project environmental impacts studies.

In his professional career, Expert has planned and designed nearly every type of facility on public and private airports. Additionally, he has directed teams of on-site inspectors, materials testing laboratories, subsurface investigators and analysts. He has worked with airport owners and authorities through project conception and funding to bidding and contracting, and to the project completion and close-out.

Expert has several years of experience in the planning and design of international airport facilities in foreign countries and the United States. Some specific experience was terminal area facilities at the Jeddah International Airport, Saudi Arabia; airside pavements (taxiways and aprons) at the Shariz International Airport, Iran; International Passenger processing facilities and services at Sydney International Airport, Australia and alternative site evaluation for new passenger terminal facilities in Melbourne International Airport, Australia. He conducted a study of the air cargo facilities and planned expanded cargo terminal facilities at Mexico City International Airport, Mexico. In the Philippines and Africa he was the lead planner for a team studying future needs for domestic and international airports. Other areas of experience has been in South America, the Bahamas, Canada, and New Zealand.

Expert's Master’s Degree in Civil Engineering from Purdue University was in the field of Transportation Engineering. He has applied that knowledge throughout his career in such areas as operating costs, efficiencies in transportation systems, levels of service to users, and forecasting long term use and growth trends in activity demands placed on transportation systems.

A portion of Expert's career also involved a period of time with the Indiana State Highway Department and as the Assistant City Engineer for the City of Columbus Indiana. In these positions he was extensively involved with the engineering, design and construction or highways and other municipal civil projects.


Expert was the Senior Engineer for the design and construction phase (quality control and inspection) for reconstruction of the main runway at Morristown Municipal Airport, NJExpert served as the senior professional for the planning, design, and construction of two large stormwater management basins and colection system at R.J. Miller Airpark, Ocean County, NJ.Expert lead the endineering team for design and installation of a Engineered Materials Arresting System (EMAS) for emergency runway overruns at Dutchass County Airport, NYExpert was the lead planner for the land use plan for approximately 1,000 acres of land on the north side of the Southwest Florida International Airport, Ft. Myers, FLExpert was the lead planner/engineer for improvements at the Stewart International Airport, Newburgh, NYExpert has provided expert witness services on a number of claims cases, with a 100% win record.
