Expert has over 30 years' experience in all phases of laboratory operations and analytical chemistry. He served as a lab accreditation auditor for five programs and over 90 labs.
Expert has extensive experience in this area. He developed the SQC program for Con Edison's Central Laboratory and provides SQC systems for many client laboratories. He has developed a number of custom software systems to do SQC, including a system to identify PCB Aroclors using parametric statistical algorithms. He has published several papers on SQC techniques in the laboratory.
Expert does a great deal of consulting in this area. He was a Senior Consultant to the Occupational Safety and Health Systems Group for the Cold Spring Harbor Business Development Association. He developed a number of Hazard Communication and Chemical Hygiene programs for clients, and teaches a workshop in OSHA compliance for Tall Oaks Publishing. He has also provided expert testimony in this area.
Expert has consulted for many client laboratories in this area. He has set up automated analytical systems, developed custom software for instrument data analysis, and implemented analytical instrument network systems. He provides training in these areas. He teaches a workshop in instrumentation for Tall Oaks Publishing, and has published several papers on this topic.
Expert has dealt extensively with spectroscopy. In atomic spectroscopy he has worked with atomic absorption spectroscopy (flame and furnace), and atomic emission (plasma) spectroscopy. In molecular spectroscopy, he has worked in photometry (colorimetry) and infra-red spectroscopy. He has several publications.
Expert has worked in gas chromatography, high pressure liquid chromatography, and ion-exchange chromatography. He was one of the earliest researchers to analyze process water using ion chromatography, and published the first work ever in non-isocratic ion chromatography. His work in PCB analysis was done using gas chromatography, where he led a team of chemists that developed a fully automated GC system for PCB analysis.
Expert is a technical expert to the National Voluntary Laboratory Accreditation Program's asbestos accreditation program and developed the original SQC protocols for this program. He has reviewed over 45 laboratories. He teaches a PLM bulk analysis course and an airborne fiber counting course (NIOSH 582). He is the asbestos sampling and analysis consultant to the Electric Power Research Institute, and is an approved instructor for asbestos training in NY state and NY city.
Expert has devoted over 25 years to process water. His experience includes steam/water cycle chemistry, nuclear power water chemistry, water treatment systems, high purity water, and chemical treatment systems. He is past Chair of ASTM Subcommittee D19.11 on Industrial Water, and received their Outstanding Service Award in 1988. He has consulted on the water system for NASA's Freedom Space Station.
