Expert is a Vice President and Director of Air Toxics Monitoring and Chemistry within ENSR, in their Acton, MA office. He works principally in the toxic air pollutant area and, in particular, the characterization, quantification, and control of toxic air pollutant emissions from stationary and fugitive sources, as well as their distribution, occurrences, transport, and fate in the atmosphere. Areas of particular interest and professional activity include air quality issues at naval facilities; the distribution, occurrences, transport, and fate of PCDDs/PCDFs in the atmosphere; and the characterization and control of air emissions from municipal wastewater and sludge composting facilities. Expert is also familiar with air quality issues associated with municipal waste combustors (MWC); ambient monitoring of toxic air pollutants employing optical remote sensing open path technology; and hazardous waste incineration.

- Expert has designed and directed emissions monitoring programs for the direct measurement of a wide variety of toxic air pollutants in emissions from all categories of stationary sources. He is a member of PTC-45 Organic Committee within the American Society of Mechanical Engineers. The PTC-45 committee was formed in 1988 to develop a recommended set of uniform rules and procedures for flue gas emissions testing of municipal waste combustors (MWC). The PTC-45 committee recently completed preparation of an improved method for the determination of PCDDs/PCDFs from stationary combustion sources by high resolution gas chromatography/high resolution mass spectrometry (HRGC/HRMS).
- Expert has closely watched the evolution of the Clean Air Act (CAA) and is prepared to discuss it at all levels, including federal, state, and industrial. He is familiar with CAA permitting and compliance, and is able to conduct air quality compliance audits, risk assessment, and emissions quantification and reduction.
- Expert has over 18 years of experience in the application of analytical techniques to the measurement of trace organics in all types of environmental media (soil, sediments, water, biota, air, etc.). As Director of the Organic Analysis Laboratory with the GCA Technology Division, Expert directed comprehensive environmental assessment programs (e.g., ambient source monitoring) in addition to the management of a state-of-the-art environmental chemistry laboratory. He has direct experience with the following types of instrumentation: GC/MS, HPLC, GC, W/FID, ECD, FPD, PID, and IR.

Expert has directed numerous projects in the air quality permitting and compliance areas. These projects have typically been comprised of the following elements: emissions characterization and quantification; evaluation of available air pollution control technology (BACT analyses); and dispersion modeling and ambient air quality impact analyses.

Expert served as the overall Program Manager for the Air Quality Permitting effort for the Deer Island wastewater treatment facility in Massachusetts. This program, conducted under contract to the Massachusetts Water Resources Authority (MWRA), consisted of emission characterization, quantification, Best Available Control Technology (BACT) evaluation, and dispersion modeling analysis to establish regulatory compliance for air emissions from primary and secondary wastewater treatment units to be situated at the Deer Island Publicly-Owned Treatment Works (POTW). He also served as the Program Manager for Engineering and Air Pollution Emissions Studies at Naval facilities in the Northeast U.S. This project was conducted as part of the Navy Clean Program under direction of Navy Northern Division.

Expert was Program Manager for the development of a RCRA Part B Permit application for an organic chemicals facility. As part of this project, he supervised a multidisciplinary team that assembled the general facility and technology-specific plans required under RCRA; developed a comprehensive project approach that included a facility audit of the regulatory status and waste management practices; audited existing facility; and evaluated the facility's liquid injection incinerator to ensure unit design and operation were compatible with RCRA requirements. Expert's experience in the waste incineration area extends to air quality permitting, combustion chemistry, emissions characterization (source monitoring) and emissions estimation from the following types of thermal treatment units: mobile incinerators (RKI), rotary kiln, liquid feed and municipal solid waste incinerators.


Expert has over 20 years of experience in the many facets of this emerging field. This includes chemical nomenclature, chemical processes, and sources of toxic pollutants in the environment. He is also familiar with the distribution, occurrences, transport and fate of organics and in particular semivolatile organics (e.g., chlorinated pesticides, PAHs, PCDDs/PCDFs) in environmental media.

Expert is a specialist in the sampling and analyses of trace organics in the ambient atmosphere. He is also quite knowledgeable in the distribution, occurrences, transport, and fate of organics in the atmosphere.
