Expert is a Chemical Engineer (& MBA, M.S. Industrial Engineering) who during the last 17 1/2 years has worked as an Independent Energy Consultant employed in two global consultancies and on his own covering both conventional and renewable energies. He has managed feasibility studies, technical and financial reviews, and commercial assessments for major global clients in O&G (upstream and downstream) and biofuels in the U.S., Latin America/Caribbean and EMEA. Major clients worked for in consultancies (including independently) have been many. In the US and global: Citgo, Valero, Chevron, SK Engineering (Korea), JGC(Japanese Engineering company), JOGMEC (Japan), Qatar Petroleum, KPMG, Isla Refinery (Curacao), Saudi Aramco, Hitachi (US and Japan subsidiaries). In Latin America: Pemex, Ecopetrol, ENAP(Chile), Pan American Energy, Braskem, InterAmerican Development Bank. US Government Agencies: US Trade and Development Agency.

Expert has also worked for multilaterals (e.g. IDB, IFC). Among examples of studies and independent engineering work, he has led teams providing technical services for installation, maintenance/fabrication of major equipment in the Arab Gulf region in areas such as drilling services and other business lines (proposed for a JV) like Workshop -Turbine/Compressor Overhauls and Field Services. Expert has performed due diligence and co-wrote an upstream study to review reservoir data, field development, and CAPEX/OPEX analysis for a Japanese global company interested in South American gas assets.

Expert managed and assisted expert witnesses in a major gas liquids international arbitration case during a two year period in Argentina and the U.S. He has authored or coauthored numerous technical reports on conventional and renewable fuels/chemicals, syngas, etc. Also managed numerous independent reports and lenders reviews, managed and evaluated many downstream capital projects, as well as conducted Independent Engineering roles. He has conducted environmental and safety assessments of refinery and natural gas projects (in South America and Africa) and authored or contributed to multiclient reports on oil markets (including pricing). His natural gas expertise and techno-economic studies includes small scale LNG, crude to chemicals, CNG, biomass gasification and biofuels. Prior, he worked in operating oil and gas companies in the downstream, marketing and E&P areas. At present, he focuses on O&G tech support/markets, project management, biofuels and transition to intermediate fuels and renewables and business development in the U.S. and Latin America.
