Expert is an internationally renowned leader in the deafness field. He has particular expertise regarding: the mental health and psychological assessment of deaf individuals, the profession of sign language interpreting, public health and the deaf population, deaf persons and the health care system, accessible education for deaf professionals, cross-cultural ethics in deafness research, psychological issues in cochlear implantation, and issues affecting deaf persons in criminal and civil legal situations. He has authored or co-authored over 100 publications in his areas of expertise and received numerous awards, in particular, several from the American Psychological Association. He has been principal investigator on dozens of federal, state, and other research, training and special project grants, totaling nearly $7M.

| Expert has served as an expert witness in nearly 100 criminal and civil cases involving deaf persons throughout the U.S. and Canada. In addition to written reports, he has provided sworn testimony in dozens of these cases. Some have been high profile cases, including seven murder cases and two kidnapping cases. The topics addressed in his forensic work include: psychiatric diagnosis and treatment of deaf persons (involving a wide array of subtopics), competency to stand trial, criminal intent, NGRI (the “insanity defense”), Americans with Disabilities Act issues (including reasonable accommodation and discrimination), cognitive and language abilities of deaf individuals, neuropsychological impairment, the Miranda warning and interrogation, sexual assault recidivism risk, and many other topics. He has been retained by prosecutors, defense attorneys, and judges. His opinions have at times supported the arguments of the attorneys who have hired him and at other times have failed to support their cases – he is not a “hired gun.” Attorneys have praised the thoroughness of his assessment work, the clarity of his report writing, his composure and skill in handling cross-examination, and his clear and effective manner of conveying complex concepts in the psychiatry and deafness fields to juries. Expert conducts interviews and assessments with deaf individuals directly in sign language. He is adept at communicating with deaf individuals whose sign language fluency is limited. When cases involve recognized areas of special expertise in the psychology field (e.g., sexual offender treatment, neurological injury), Expert sometimes works in collaboration with experts certified in these specialty areas but who are not particularly knowledgeable about deafness and sign language, since this teamwork approach can strengthen the resulting evaluation and testimony. |
