Expert has expertise in implementing organizational changes to software development and maintenance processes to assure compliance with ISO 9001/9000-3 requirements. Additionally, he has developed a 28 element software quality management system that meets the requirements of ISO 9000 and EN 46001, European Directive for Medical Devices. Expert presents seminars on this quality system to medical device firms that are located in the U.S. and Europe. He has assisted telecommunication, medical devices, and software firms to make changes to their software development and maintenance process (e.g., configuration management, corrective action, and design reviews) to comply with ISO requirements. In 1994 he established a software business and quality system plan, for VNIPI Sport of Moscow, Russia for obtaining ISO 9001 certification. VNIPI is the privatized MIS section of the Russian Olympic Committee.
Expert has expertise in structure and content requirement for ISO 90001/9000-3 quality manuals, procedures, and work instructions. Expert has developed a software quality management system that addresses how to develop and maintain quality manuals, procedures, and work instructions. He has lectured on this documentation method and consulted with telecommunication, medical device, and software firms on the implementation of this documentation system.
Since 1986 Expert has been a member of the United States SC-7 TAG (Technical Advisory Group) which determines the U.S. position on international (ISO) Software Engineering Standards. In 1995 he represented the US at the TC 176 WG 2 (ISO 9000-3) meeting in Durban, South Africa, and has been a U.S. delegate to the International Plenary meetings since 1986. SC 7 software standards must support and be complementary to the ISO 9000 series of standards. Expert has met with and coordinated with various countries' ISO 9000 certification organizations. He has given seminars on the ISO 9001/9000-3 standards to medical device firms.
Expert has 35 years of experience in the field of software engineering. He has applied this systematic technique to the development and maintenance of software systems (business and engineering) for the aerospace industry and government. He has expertise in the various disciplines of software engineering (e.g., requirement definition, quality assurance, V&V, configuration management, and integration). Expert is co-convenor of WG 8 (Software Configuration Management & Software Program Management) for the ISO SC-7 (Software Engineering) standards group. This group has focused in the area of software process improvement over the past four years. Expert has helped companies to develop and implement plans for achieving SEI (Software Engineering Institution) level 3. Additionally, he is co-author of the book: Guide to Software Engineering Standards and Specifications, Artech House, 1997.
A significant portion of Expert's career has been involved in the software life cycle development process. A member of the United States SC-7 Technical Advisory Group, he has been a U.S. delegate to the International Plenary meetings since 1986. Expert is considered an international expert in software life cycle methodology. He was one of the U.S. representatives on the development of an ISO standard for software life-cycle processes, ISO/IEC12207. In this role he was able to shape the "best of practice" for an international software life cycle.
Expert's company has designed a software quality assurance system that meets the requirements of ISO 9001/9000-3 and the FDA GMP requirements. This system contains 28 processes, such as corrective action, audit and reviews, and detail design. Each process step has an input, output, exit criteria, and base line standard. Expert gives seminars throughout the U.S. on how to implement this system for medical device firms. The benefit to a medical device firm in adopting this system that it dramatically reduces the number of software "bugs" discovered by customers.
Expert has co-authored a directory of the major software engineering standards. This directory contains 315 standards in this field. The book gives an overview of each standard and codifies it by process type and use. He was elected to the IEEE Computer Society Golden Core of 500 people who have significantly served the IEEE Society in standards development over its 50-year history.
