Expert served as Director of Business Development for the Nassau County Office of Economic Development by special appointment of the Nassau County Executive to initiate, design and launch a series of new initiatives for economic expansion and supportive outreach to a wide range of business and community organizations throughout Nassau County and the region, seeking to retain existing firms, encourage expansion of production and employment and attract new businesses (especially those engaged in high tech, professional and scientific fields). Key successes include establishing Nassau County as part of New York State Empire Zones program with substantial tax incentives and energy discounts for local firms and creation of a Grow Nassau Fund providing flexible loans to midsize and smaller firms, working closely with target companies themselves and many experts in business, banking, financial, legal, accounting, tax, workforce, real estate and minority affairs.
Expert served as Senior Vice President – Legal, with Computer Associates International, a worldwide NYSE listed software and services company with main facilities at Garden City, Islandia and Manhattan, NY. Over a period of seventeen years, he managed a substantial portion of legal department role in commercial technology licensing across an immense customer base for hundreds of software products and related technical services, with major emphasis on national and global clients. Key results included: (a) creation of tailored and flexible software licensing arrangements, ranging from single user licenses for a limited period to unlimited global long term usage at tremendous revenue values; (b) establishing strategic business relationships with such firms as EDS, IBM, CSC, GE, JPMC, Citibank and AT&T; (c) initiating and managing outsourcing arrangements among multiple parties to facilitate billion dollar technology administration and transfers; (d) establishing extensive foreign operations on a direct basis, including the creation of local companies in place of previously granted local distributorships to expand global market penetration; and (e) securing protection of intellectual property through non-disclosure undertakings, joint development agreements and professional services agreements.
Expert served as Vice President - Legal, with Freeport Minerals Company and Freeport McMoRan, NYSE listed natural resources companies then headquartered in Manhattan with global operations. For ten years he was responsible for pursuing major new U.S. and foreign projects throughout the U.S. and many foreign countries; creating joint ventures with most major firms for natural resources exploration, commercial development and product marketing/sales arrangements; negotiating long term international treaties and agreements with foreign governments yielding multi-billion dollar revenues for mutual long-term benefit.
