officer, scheduling and cost engineering functions, negotiation and mediation support and expert reports and testimony on subjects related to cost, schedule, contract
administration, risk management and procurement strategies. Chris has provided pre-construction, cost estimating and “bid bust” avoidance consulting services on
multiple feature projects of the U. S. General Services Administration; served as Project Director on the largest construction claim in the history of the U.S. General
Services Administration; been advisor to the U.S. Department of Energy for claims avoidance services at the Nuclear Waste Treatment Plant at Hanford, Washington,
the largest public works contract in United States history; served as member of the Industry Advisory Panel for the U.S. Department of State’s Overseas Building
Operation and as an on-call consultant to the Smithsonian Institution.
Chris is a former executive of Hill International and FTI Consulting. Before entering private industry Chris served for ten years as a United States Naval Officer within
the Naval Facilities Engineering Command (NAVFAC). His tours of duty included Resident Officer in Charge of Construction (ROICC) on the $250-Million renovation of
the U. S. Naval Academy’s historic Bancroft Hall. This facility is the world’s largest college dormitory and its renovation represented the largest facility repair project in
the history of the United States Navy. Chris’s naval service also included assignments as: Construction Advisor to the Navy’s Disaster Recovery mission to Honduras
following Hurricane Mitch in 1998; Facilities Manager of Naval Hospital Camp Lejeune; Seabee “A” Company Commander where he was responsible for construction
projects at various locations worldwide; Seabee Intelligence/Training Officer; and as Construction Contracting Officer (AROICC) at Marine Corps Base Camp Lejeune.
Chris has obtained registrations and certifications as a Professional Engineer, Construction Manager, Cost Engineer and Project Manager. He serves on several
national committees of the Associated General Contractors of America, is the former Chairman of the Legal Committee for the Construction Management Association of
America’s National Capital Chapter and former Secretary of the Coastal Carolina Post of the Society of American Military Engineers. Chris is now 2nd Vice Chairman
and Member of the Board of Directors for the Maryland Chapter of the Associated General Contractors of America (AGC) and is the Richard A. Rula Chair for
Construction Engineering & Management Mississippi State University.
