Since 1979 Expert has been actively involved in research into the stability of various marine vehicle types and the development of associated regulations and standards.

Since 1990 he has been convenor of International Standards Organisation Working Group ISO/TC188/WG22 which developed ISO 12217 - the first comprehensive set of stability and buoyancy requirements for small craft up to 24m length, whether propelled by hand, power or sail.

Since 1992 he has participated at the International Maritime Organisation on behalf of the UK Maritime & Coastguard Agency in the development of new and revised intact and stability requirements.

He has acted as consultant to the UK Maritime & Coastguard Agency regarding stability aspects of small commercial craft and commercial high-speed craft, including managing a suite of five substantial research projects on their behalf.

He has developed requirements for DefStan 02-109 Part 2 (Stability requirements for unconventional craft) for the UK Procurement Directive of the UK Ministry of Defence.

Since graduating in 1968 Expert has been actively involved in the design and development of the following types of high-speed craft: commercial ferries and small warships using the following concepts: monohull, catamaran, amphibious hovercraft, sidewall hovercraft (also known as surface-effect ships), SWATH (small waterplane area twin hull craft).

Since 1991 he has been actively involved in the development at the International Maritime Organisation of the Code of Safety for High-Speed Craft as consultant to the UK Maritime and Coastguard Agency, chairing working and correspondence groups in relation to intact and damaged stability.

Expert Witness Experience
He has acted as expert witness in two legal cases relating to the design and operation of commercial high-speed ferries, one case of civil litigation relating to the loss of a small power driven boat, and one criminal prosecution for manslaughter in the case of a river boat which capsized causing one fatality.
