Expert brings over 25 years of experience in regulatory environmental compliance consulting, with a diverse range of expertise. He has facilitated the acquisition of air quality, industrial waste, stormwater, treatment, and underground storage tank (UST) permits for chemical plants and gas stations. Over his career, he has conducted more than 1,000 UST secondary containment tests, annual monitoring system certifications, and vapor recovery tests across gas stations, high-rise buildings, and hospitals. He has also served as the designated UST operator for over 300 sites in California and secured over 300 air, CUPA, and fire permits for the installation of Phase I and Phase II EVR upgrades at gasoline dispensing facilities.

Expert has prepared Form R chemical toxic release reports, hazardous waste minimization plans, and biannual waste reports, while also reviewing and reformulating chemical products to incorporate safer and greener hazardous ingredients. He has authored over 100 stormwater reports, pollution prevention plans, and best management practices for a variety of industries including plating, plastics, electronics, textiles, oil refineries, and ink manufacturing. His work also includes the preparation of more than 2,000 hazardous material management plans, fire and safety emergency monitoring plans, and emergency response plans for chemical plants and gas stations across California.

In addition to his work in compliance, Expert developed CAL OSHA hazard communication programs and Injury and Illness Prevention Programs (IIPP) for over 200 chemical plants, conducted OSHA safety training and environmental audits, and acted as a certified HAZMAT shipper of petroleum products, managing shipments of over 20,000 gallons both domestically and internationally. His extensive experience also includes conducting over 50 Phase I and Phase II environmental assessments of contaminated sites and securing over $1 million in cleanup funds for contaminated sites in California.
