Digital Signal Processing and Multi-Polarization Doppler Weather Radar

Expert designed the first real-time color digital display before personal computers were capable of that speed. Expert designed six generations of weather radar digital signal processors (DSPs) for the National Center for Atmospheric Research (NCAR). The first five were arithmetically hardwired to optimize speed prior to the availability of DSP chips. The sixth processor, RP7, was designed around the AT&T DSP32C, the first programmable floating point DSP chip. The NCAR RP7 processor was employed with NCAR research weather radars (including the ELDORA airborne multi-frequency radar) for nearly 12 years. Expert was involved with the development of a lightning prediction technique using dual circularly polarized radar at the New Mexico Institute for Mining and Technology in the early 1990's, resulting in a U.S. patent. In 1997, Expert managed the original installation of research quality Doppler weather radar on the new NOAA research vessel Ronald H. Brown for the University of Washington Mesoscale Group. In 1998 he specified and directed the installation of permanent research Doppler weather radar on the Ronald H. Brown. Expert redesigned the data acquisition system for the University of Washington Cloud and Aerosol Research Group (CARG) Convair 580 aircraft in the late 1990's and accompanied the aircraft in several domestic and overseas research projects. Expert acquired a patent in conjunction with NCAR regarding a simplified approach to clutter suppression in radar systems employing staggered (aka dual) pulse repetition intervals.

He developed an extremely simple and inexpensive Doppler signal processor for existing NWS 'gap filler' radars (WSR-74C) built by Enterprise Electronics. Data from these processors resulted in several early papers regarding the practical use of Doppler radar data for weather prediction. He worked with a NOAA team to develop the early top-level data processing algorithms for the Next Generation Weather Radars (NEXRAD, aka WSR-88D).He designed and wrote signal processor and data acquisition software to extract wind profile information from a Chinese vertically pointing shipboard radar. This software was also fielded in India.He developed a novel method of suppressing ground clutter echoes in pulsed Doppler weather radars which employ staggered pulse repetition times to expand the maximum unambiguous velocity range.He developed and implemented a bird identification algorithm for a Doppler radar employed in a migration study in Florida.

Responsibilities:
Expert returned to NCAR in 2002 to design the data acquisition system for an eye safety radar for a Navy P-3 aircraft. This radar would disable an airborne side-looking radar in the event another aircraft approached the laser beam. Expert also designed a high-speed analog to digital converter for the new NCAR Gulfstream V research aircraft.

Expert designed and implemented the OPRA vertically pointing 10cm S-band Doppler rain-rate radar. He managed the installation of the initial Doppler weather radar on the NOAA R/V Ronald H. Brown and operated the radar during the PACS/TEPPS project in the E Central Pacific in 1998. Expert then specified and directed installation of the permanent 5 cm Doppler weather radar on the Brown. Expert directed the complete replacement of the UW Convair 580 research aircraft data system in 2000. This was accomplished within 6 months and was within budget.

Expert was tasked with upgrading and making field-ready the NM Tech transportable X-band dual-polarization Doppler radar. This system was fielded at Kennedy Space Center during the CaPE project in 1991. Expert upgraded the NM Tech Lightning Mapping Interferometer and deployed the system at Kennedy Space Center in 1994 in support of an Air Force Technology Applications Center project. The results help establish the existence of discharges (aka 'sprites') from the tops of thunderstorms to the ionosphere. The electromagnetic radiation from sprites had been responsible for triggering several false alarms regarding possible nuclear detonations.
