Expert is a Venezuelan retired Naval Captain with 28 years of active duty at sea and at teaching positions. Retired in 2000 and started his own business as Quality, Environmental and Maritime Safety consultant. He is a qualified ISO 9001, ISO 14001 and ISM Code (Maritime safety) auditor. He graduated of the year-long US Naval War College Course for Foreign Officers in Newport, Rhode Island (Class of ´90) and holds a Master´s degree in Environmental Management in Venezuela´s Armed Forces University (2004). He teaches Quality Management at the Post Graduate course for Captains and Chief Engineers (Merchant Marine) at Universidad Marítima del Caribe, in Caracs. He is currently researching on Organizational culture, behavior and change, from Peter Senge´s Fifth Discipline perspective and others. He has conducted over 100 audits (380 audit days).

environments. His 40+ years of management experience and knowledge are at the service of his clients, and is constantly looking for new

He is currently implementing ISO 9001 QMS in a Shipping Agency with offices in three of the major ports in Venezuela. In the first phase he prepared the Value Flow Map, and taught all process owners to document their processes. Now, in the second phase he is helping process owners to manage their processes, produce and organize records, and analyze services and process information and indicators. He conducted an internal QMS audit (ISO 9001) for a client that has been ISO 9001 certified for over 10 years. He found that their Process map was completely wrong, as it only considered ISO 9001 specific processes insted of their CORE BUSINESS Process. The most probable root cause of this lies in a wrong QMS approach, in particular by the Top Management, highly competent in technical matters but who never understood the benefits of a well implemented QMS, but focused only in obtaining a certificate, which was a mandatory requisite of their major clients.
Fortunately, the old guys in the Top Management team were recently replaced by a new generation of proffessional managers, and rational, common sense changes are being implemented.
