Working as an independent consultant since 2006 Expert has led on a number of national and international security related projects for government, commercial and private clients.
Between 2006 and 2010, on behalf of UK government and EU, he managed an international project supporting Croatia’s accession to EU membership by delivering an integrated intelligence model, including the development of strategy and tactics against organised crime and corruption.
From 2011 to 2016 he project managed support for UK (FCO & DFID) efforts to bring, not only regional stability in East Africa, but also global security, by leading and developing Counter Terrorism capabilities and enhanced policing and investigative services throughout Somaliland, which included skills, equipment, building and infrastructure.
Working on behalf of the US government (Department of Defense) from 2010 to 2014 Expert was an adjunct professor for the Marshall Centre of European Security Studies, leading and participating in study programmes in Western and Eastern Europe and Central Asia for the prestigious Programme on Terrorism & Security Studies (PTSS) comprising senior Counter Terrorism officials from over 50 countries.
Expert has also been engaged by the US government (Department of Justice) since 2010 as a Special Adviser in Ukraine on the use Criminal Intelligence against Organised Crime and on policing in the Ukrainian conflict zone.
Additionally, Expert has provided discreet security advisory and investigative services to UK and international commercial operations and private individuals.
He was contacted by the owner of an AIM Listed UK engineering company engaged on sensitive public service contracts in the UK and abroad who had grounds to suspect that disaffected members design staff may have colluded or were planning to collude together with an unknown competitor by sharing confidential information that was the intellectual property of the company.
He developed an investigative strategy which was both legal and proportionate and allowed sufficient flexibility for a range of possible outcomes e.g. criminal, civil or employment.
He engaged subject matter specialists in a staged investigation to measure the extent of risk faced by the company, the source of any risks identified and appropriate methods for reducing the harm caused by the risks.
He reported confidentially to the company executive with a full threat and risk assessment and recommendations for managing the risks identified. He was approached by a consultancy tasked by a major overseas oil company with identifying the source and nature of confidential information leaks to the media.
He advised on the methodology and prepared a plan for forensically investigating and stemming the leaks and recommended a 360 degree threat and risk assessment of the company to establish its culture and practice in relation to security risk.
A number of weaknesses were identified to the company executive. The leaks were stemmed and a number of of other security risk recommendations were acted on. He was engaged by a company supplying high net worth overseas individuals with high quality concierge services in London.
He worked with the Human Resource department to develop an effective risk based personnel screening methodology for handling a large and diverse group of seasonal staff.
The policy and procedure he developed was adopted by the company assisting them to manage risk more effectively and demonstrating significant efficiency and cost savings. He was engaged by the UK Association of Chief Police Officers to assist a team review the process and practice of counter terrorism intelligence analysis.
Following multi agency national consultation exercise and examination the team was able to make a significant number of recommendations all of which were acted upon. He was engaged by the Home Office of the UK Government and the Croatian Ministry of Interior to conduct a review of how the UK could further support the intelligence led fight against organised crime and corruption in Croatia.
He designed a review whereby he interviewed a number of Croatian officials to identify requirements. He was able to prioritise those requirements which the UK could most effectively support which included enhanced analytical capability for the newly formed anti-organised crime and corruption units and the development of a capability to develop intelligence from prisons.
Working with Ministry of Interior and Ministry of Justice officials he designed and delivered a series of workshops, using UK specialists, to create standard operating procedures between the agencies. The consultancy project culminated in the signing of a Memorandum of Agreement on intelligence sharing between the Director Generals of each ministry.
