Expert developed the "Systems Approach" to pollution prevention and has facilitated the use of this approach to implement pollution prevention programs at more than 100 facilities and a number of large corporations. Implementation usually results in substantial cost savings with short-term paybacks. Expert has been quite effective at helping firms overcome "barriers" to implementation of those programs.
Because of this extensive experience in the evaluation of manufacturing operations, Expert is often retained by buyers in mergers and acquisitions to determine the environmental liabilities and the resultant financial risks posed by the operations included in the deal. After ownership has been transferred, Expert assists in bringing the acquired facility into "substantial" compliance with environmental regulations and looks for opportunities to reduce the cost of this compliance.
With a host of new regulations aimed at process safety and the prevention of chemical releases, Expert works with loss prevention professionals and facility management to integrate these new programs into existing programs. This approach reduces the costs and ensures effective implementation. Insurance providers have started demanding documented risk management programs by promoting the use of their own consulting firms, which are often not required if an effective program can be initiated.
Expert works with firms considering consolidating operations or the startup of new facilities with a design which minimizes the impact on the environment. This is a cost-effective means of preventing industrial wastes or having smaller, more effective pollution control equipment and systems.
A key pollution prevention/toxics use reduction activity involves trying to find substitutes for regulated materials. Since there are no "drop in" substitutes available for most cases, Expert has worked with firms to help test and qualify substitute materials for a wide range of applications including coating, cleaning, etching, and more. In many cases, process modifications are necessary to increase effectiveness and reduce costs.
Expert has worked with industry to help convert non-hazardous solid wastes into revenue-generating by-products. As a former Chairman of the Board of the Northeast Industrial Waste Exchange, he has developed a knowledge of markets for these materials and the means of processing them to gain additional market value. Often the valuable material must be segregated or separated to enhance its value.
Expert has worked in the area of hazardous waste source reduction since 1980 and has experience with most manufacturing sectors. He has extensive training experience in this area and routinely conduct management briefings. He has worked with attorneys to incorporate source reduction into settlement agreements in exchange for a reduction in the amount of the fine.
Expert maintains that this is the area where a company often begins its pollution prevention program. These waste streams are often separate from the manufacturing waste streams and include office, cafeteria, machine shop, loading docks, garages, maintenance warehouses, etc. The techniques learned in eliminating or reducing these waste streams are directly transferable to working on hazardous waste streams and air/water discharges.
