While with the U. S. Department of Energy, Expert provided consulting services to Los Alamos National Laboratory and the city of Los Alamos in disaster recovery. During this engagement, he developed a debris removal and recycling program that saved several million dollars in waste removal costs related to the disastrous wild fire in 2002. In addition, the debris was recycled into ethanol and coffer dams that prevented massive erosion in the fire stricken areas.While with the U. S. Department of Energy, Expert consulted with several Ohio communities that were severely damaged by floods in 2001. As part of this engagement, he trained five grant writers in these communities in order to obtain grant money for reconstruction, flood control, and emergency services.As an Assistant Professor at Mesa State College (now Colorado Mesa University), Expert worked with several local businesses. He identified problems with one of these businesses that would have led to bankruptcy with in two years. He recommended several financial and operational changes that remedied the problems. These included slowing of growth and expansion to a sustainable level and increasing their cash flow enabling them to continue growing at a rate that they could sustain.
