SARA is the Superfund Amendments and Reauthorization Act that reauthorized the Superfund Act ("Superfund" was a nickname for CERCLA). Expert has extensive experience in the Title III portion which was added on when SARA was instituted. The Title III portion involves various community right to know laws such as Tier I and II reporting and Toxic Release Reporting (Form R). She has in-depth knowledge of the requirements regarding who is covered and the report completion. Her expertise in this area started in the 1980's with the inception of the requirements and includes detailed evaluations of facility's operations and assessment of the applicability to the operation. She has extensive knowledge of the various exemptions contained in Form R reporting and extensive experience in obtaining legal exemption from the regulations as well as substantiating and documenting the exemption for agency review and approval. She has assisted companies in onsite EPA Form R inspections and their claims of non-applicability, enforcement actions. Her level of expertise and knowledge regarding these regulations is exceptional in the field. She has also been a presenter on the various Form R topics with EPA officials at trade organization seminars.
Companies often want to know how they measure up, compared to all the environmental requirements that are applicable to their company (federal and state). Expert has been conducting audits on a formal basis since 1987, and on an informal basis as a former corporate manager of environmental affairs. Expert has a working knowledge of a broad range of requirements and the capability to research (in a meaningful way) environmental compliance, interpretations, and appropriateness for any company's situation. Based on this background, and her audit experience, Expert can conduct an on-site audit of practically any facility.
