Responsibilities:Expert is primarily responsible for managing engineering services. Expert manages administratively and technically the following types of projects for refineries, oil and gas facilities, chemical plants, and petrochemical plants: Process design, control equipment design and specification, TSCA, Title V permitting, air permitting and emissions inventories, air dispersion modeling, environmental audits and inspections, waste and water pollution control. Air & Waste Engineering, Inc.’s (“Firm’s”) air quality experience ranges from identifying air emissions and preparing complete permit applications to helping clients comply with complex regulation requirements. Expert has continually worked with air quality matters for entire career. Firm’s experience also includes performing all technical functions of air quality service including preparation of all air permits and emission inventories, control equipment design and specification, emission testing, negotiations with environmental agencies, and providing expert witness testimony. Storm water, wastewater, hazardous waste permits, and SPCC Plan projects include providing environmental consulting and permitting services to clients for the design, construction and operation of hazardous waste storage and disposal plants, preparing permit amendments, and preparing hazardous waste site closure plans. Firm has prepared wastewater permit applications such as National Pollution Discharge Elimination System (NPDES) and wastewater discharge permits. These wastewater permits are usually for clients who require: (1) assistance in the conceptual design of treatment facilities, (2) vendor bid specifications, and (3) aid in the design and construction of wastewater facilities. |

Years: 1972 to 1991 | Agency: Texas Commission on Environmental Quality | Role: Regional Director - Houston Office | Description: Texas Air Control Board {TACB}, Houston, TX (1982-1991) Regional Director, 1990-1991, managed the TACB Houston Regional Office which encompassed the Houston and upper Texas Gulf Coast region. A major project completed under his direction was leading the development of an inspection and report protocol for industrial sources which the TCEQ currently uses today statewide. Expert was the primary liaison between the TACB and the City of Houston, Harris County, and Galveston County Pollution Control offices. I managed 40 technical and ten administrative personnel. For about five years (1986 to 1991), part of his duties with the TACB was to be a “quasi ALJ” for enforcement meetings with companies who incurred some type of violation that resulted potentially in an administrative penalty. During this time, he led approximately 400 such meetings. Briefly, the procedure was to: 1. schedule a meeting with the company via written notice, 2. during the meeting: a. advise the company of the TACB’s penalty and enforcement procedures, b. take oral testimony from the company regarding the violation(s), c. advise the company of their potential appeal and legal options, d. as necessary, request a follow-up written response from the company regarding additional mitigating actions to be taken by the company, 3. after the meeting, make recommendations to the Austin central office regarding potential Board Order or legal action. |
