Supported the pandemic crisis management and response center for an international integrated oil and gas company in 2020. Facilitated the first 6-months of coordination and digital application integration (contact tracing and connect workforce) for both office and plant environments. Worked closely to address platform and cloud application and services associated with ultrawide band and related precision geo-positioning applications. Previously, with training and expertise in chemical warfare agents and their delivery over 25 years of experience in responding to and developing response actions to a variety of threats. Most recently worked within the incident command structure for a petroleum refinery to develop post 9/11 security, response and training requirements associated with terrorist attacks. Training in improvised explosive devices, refinery process operations and overall explosive ordnance disposal and chemical warfare agents allowed Expert to work with private security agencies and the corresponding government (civilian) agencies. Developed and integrated the “one plan” for the refinery combining seven different federal and state requirements for spill contingency, emergency notification and OPA 90 (navigable waters) and then incorporating anti-terrorist components within those requirements. This led to several training exercise over the course of four years (2001 to 2005) to allow for appropriateness based on natural disaster, process incident, or terrorist attack. The program incorporated an incident command structure through the on-scene fire department (and three surrounding community fire departments) and fully integrated security, state and federal environmental protection agencies, refinery process operations, local and county police and state highway patrol, United States Coast Guard, and the Department of Homeland Security. Developed and oversaw an incident command drill for a terrorist attack at the refinery involving the strategic placement of several improvised explosive devices. The work included vulnerability analysis of the systems, process and operations from the “hard” refinery units to infrastructure, communications and support activities.

Operations, risk and digital experience business and technical leader. Applied over 30 years experience working with companies to identify and address emerging and evolving risks in operations to both create business value and protect from or eliminate value erosion. We have seen the acceleration of this occur through adaptation of digital solutions providing more robust and holistic controls across the enterprise. The focus for these efforts is principally for asset intensive industries (oil & gas, utilities, chemicals, mining, and heavy manufacturing). Specifics areas beyond operations include asset management, maintenance, engineering, planning, health/safety/environment (HSE) and physical security. Also, conducting transaction services support to asset intensive industries, construction and engineering for overall activities, operations, HSE, risk and compliance.
Performing contractor work independently and for other service and consulting services since February 2019. Focus on areas of digital transformation, operational risk, engineering, operations, health, safety, and environmental practices. Has been helping national and global clients through adaptation of technology and digital innovation. This work for these clients has been challenging and rewarding. Using digital innovation to mitigate risk and enhance governance and compliance is compelling work and clients are seeing the true value in allowing operations to excel at human performance.
Responsible to work with clients on their journey to enterprise and performance improvement opportunities including smart operations and increasing their digital acumen, implementing identified opportunities. This often equates to standardizing and normalizing operational, asset and human factors associated with the improvement opportunities. The teams do this throughout the organization helping operations leaders and asset managers, through business leaders to the executives. Working with them to understand, evaluate, determine and effectively identify key enterprise operations and opportunities that impact their present and future decision making. Have helped global companies, facilities and international business units develop programs to continually monitor and assess their changing risk and performance landscape. Have worked with them from defining the organization digital acumen to implementing agile project management principles for digital and smart operations. This has included deep data analytics, application of risk and performance indicators and tying in cloud-based needs (IIoT). Am effective because strive to understand the subtle distinctions of how that specific organization "gets its business done” and understand the digital culture and organizational resilience. Use that knowledge along with what has been seen elsewhere to examine and find the most efficient and effective was to accelerate what is needed for organizational smart operations journey. Has gained deep industry experience servicing several of my clients for nearly a decade. Providing exposure to economic cycles that clients have experienced. This has allowed for visibility to see what does "enduring" look like. Allows to help clients make informed decisions and take necessary and appropriate actions. Also has associate financial responsibility for employer, proposal and new business development, engagement management.
For 5-years lead multiple environmental, product stewardship/ safety, safety, sustainability injury and illness, OSHA, EPA, state and local compliance and authority assessments and reviews for national and international companies to help establish governance, risk and compliance activities and controls in place to mitigate business impacts and identify failed and missing controls associated with key and high-risk areas. This has been done for utility companies, power generation facilities, heavy manufacturers, consumer product manufacturers and resources companies. These assessments have been done for operations by risk or internal audit parts of the company to evaluate and understand the controls environment. Using or applying a controls assessment framework and agreed upon scope areas to focus or broaden the assessment. Specifically, in late 2016 and early 2017 for a US based national resource processing company conducted a broad-based safety assessment at the corporate and major facility level over several weeks that included compliance at Federal, State, and local levels and general governance practices (including legal, human resources, union, tribal and NGO influences). The safety assessment focused on high risk and high visibility areas and effectiveness of internal controls based on public data and internal reviews and commitments as well as performance tracking and KPIs and helped identify and address key opportunities.
