Expert has over 30 years of experience in all phases of construction, including organization and day-to-day operations. He has been actively involved in all phases of construction from 1974 until 2006. He was the Founder and Owner of Heritage Building Systems in New Jersey.

He manages the project at all phases, that is, from "ground breaking" to the final "completion" and issuance of the certificate of occupancy.

He was the prime go-between with the client and the Contractor or the Client and the bank when planning the scope of work and schedule of work (aka: bar-chart). He prepares the budget for the client's finance organization, the schedule of work and the mile-stones during construction. He manages site work, planning and scheduling in association with the various engineers (professionals). He negotiates with the site contractors and monitor performance and compliance. He worked with clients to evaluate the feasibility of various projects.

He has prepared estimated cost to his clients for the purpose of financing and construction cost control. He used his vast experience and resources such publications as the Means Estimators, National Construction Estimators, etc.

He assists in preparation of the General Construction, Prime Construction and subcontractor contracts with the Owners, usually suggesting the use of the American Institute of Architects' Form Contracts, or equal.

He schedules and meets with various building code officials as the owner/contractor representative.

He enforced and delegated all OSHA and Local Safety Regulations; monitoring the contractors for compliance.
He verified and inspected all required safety equipment was in use and readily available during construction.

He would, at various times, inspect the ongoing work, verifying quality and contract compliance. Prior to governmental inspections, he inspects "all" phases of the project for completeness, correctness and quality workmanship" for the client.

From various resources he qualifies every contractor through not only references but various agencies, government resources and better business associations.

He has consulted various commercial, professional & residential clients in the direction of "how to" process with their project. He assist with government applications such as, site approvals, permits & inspections. He helps estimate budgets and works with client's banks & investors. He is a go-between with the contractors, government agencies & building officials.
