Managed two separate 9-1-1 phone system upgrades through the California State Office of Emergency Services, $400,000 each, with a savings of $110,000. Developed and supervised a $1M remodel of the Communications Center. Managed fleet-wide replacement of 55 mobile data computers and secure Wi-Fi network in all 50+ fire apparatus.

• Recruited, trained and led a team of 24 in the 9-1-1 Communications Center and five in the EMS division. Changed hiring process and improved employee retention from 50% to more than 80% for new hires. Created new position of Fire Communications Manager, resulting in improved oversight of operations of the Communications Center. Created accreditation process for newly hired paramedics to assure medical competency prior to release to independent duty and reduced liability to City of Oakland.

This program involved intense work and negotiations with the City Manager’s Office, City Attorney, Finance Department, Public Works, and Firefighter’s Union. The program became the primary model for California fire departments to provide paramedics on fire engines as paramedic services expanded. Created and implemented the first electronic patient care reporting software for fire departments use in Santa Clara County. This provided tracking of patient outcome from paramedic field treatment, and significantly improved quality assurance and led to changes in medical protocols.

• Led sensitive, critical initiatives. Served as one of five on-duty Battalion Chiefs to provide operational direction and emergency service to San Jose. Managed SJFD Hazardous Materials Response Program. Secured Homeland Security grant funding of $723K and trained 70+ personnel from 18 different emergency response agencies in the SF Bay Region to the Hazardous Materials Specialist level.

• Selected for awards and high impact committees, including: Firefighter of the Year - San Jose Optimist’s Club | President - Santa Clara County Fire Chiefs EMS Section | SJFD High Rise Committee member and SJFD Deployment Committee member.
