Digital Document Management; Electronic Records Management: Expert has been involved with digital imaging and electronic document management technologies since the 1980's. He has extensive experience conducting needs assessments and feasibility studies for digital document imaging, electronic content management systems, records management application (RMA) software, email archiving systems, document preservation systems, and other technology-based records management initiatives. For a county government agency, he conducted a needs assessment and developed technical specifications and an implementation plan for an integrated system for storage and retention of inactive electronic and paper records.
For an international organization, he prepared a gap analysis of existing practices and developed a governance model for electronic records management.
For a major cultural institution, developed a strategy and specifications for an archival preservation system for historically significant electronic records.
For a multinational financial institution, developed an implementation strategy and conducted legal research for a global record retention schedule covering 100 countries.
For a large urban medical center, developed records management policies and retention schedules for records of clinical departments and business units.
Expert is an independent records management and information governance consultant based in New York City. He is the author of over three-dozen books and many articles on records management, record retention, document storage and retrieval technologies, and other information management topics. His latest books on managing information risks, threats, etc. and U.S. record retention requirements have both been published in the last few years. Expert has authored numerous books to date and is well known in his community/industry. Expert is a Fellow of ARMA International.
As a consultant, Expert provides analytical services and training to a wide range of clients, including government agencies, not-for-profit entities, cultural and educational institutions, and corporations. These projects have involved the development of strategic plans, governance models, and policies for records management programs; needs assessments and gap analysis for document management and content management implementations; development of record retention policies and schedules, including domestic and international legal research for record retention; development of technical specifications and requests for proposals for procurement of records management products and services; survey and analysis of privacy and data protection requirements for collection, storage, retention, and use of records that contain personally identifiable information; and cost analysis for specific records management initiatives.
