He also has in depth experience in the development of regulatory environments for national energy sectors e.g., development of the Chinese Petroleum Regulations and the Philippines Renewable Energy Law.
Expert has also advised both government and private sector developers on the economic development of natural gas infrastructure including the potential for LNG importation to the Philippines.
He is a hands on planner for development of energy sector projects recognising the relationship between a sound economic justification and engineering and construction work.
He has developed methodologies for the assessment and evaluation of project developments and the qualitative measurement of project management effectiveness.
Expert is the founder and CEO of a hydro-power development company [30 MW, 6 projects] in Philippines/Indonesia. He is involved in the development of markets for the power to be produced in immature developing regulatory environments. Interaction with government policy and regulatory development and handling conflicts between various regulations and in an environment of corruption and lacking effective governance.
Expert has particular knowledge of gaining bankable development models and securing equity investment and project financing. Necessity to support and encourage government policy implementation in order to achieve bank-ability and development success whilst policy implementation is inadequate and in some cases flawed.
