Expert has 30 years of experience in engineering management, wireless network design, planning, deployment and optimization, where he has grown his depth of knowledge in the wireless industry. He has worked in both large company environments and start-ups, deploying TDMA, GSM, UMTS, WiMAX, LTE and Smart Metering technologies. He has experience with designing, implementing, launching and maintaining cutting edge technologies in large metropolitan markets across the US, Canada, South America and Australia. Expert has successfully built and managed capital and operating budgets in the hundreds of millions of dollars, led organizations as large as 80 people and consistently driven measurable operational improvements. He has earned a reputation as someone who can bring divergent groups together to work towards a common goal and achieve success.

Over the last 10 years, Expert has worked for a company that helps a wide range of public service providers – from utilities to cities to industrial complexes and campuses – do more with their infrastructure to improve quality of life in their communities. They partner with their customers to anticipate and respond to evolving business needs with innovation in sensing and communications technologies, data analytics and services. I n his role as the Director of Radio Network Engineering, he's managed a team of design, capacit and spectrum engineers which have completed over 3000 FlexNet network designs across the world. In this role, he also is responsible for managing spectrum portfolio, designing private AMI (Advanced Meter Reading) and DA (Distribution Analysis) networks for gas, water, and electric utilities.

Prior to his current position, he was an Area Director, Mid-Atlantic, for Clearwire, a telecommunications operator which provided mobile and fixed wireless broadband communications services to retail and wholesale customers. While at Clearwire, he directed team of 30 engineers to meet implementation goals and key performance metrics at over 2000 4G sites on the east coast. He also directed the design and launch of 4G networks in Philadelphia, DC, Baltimore, Harrisburg, Reading, Lancaster, York, Pittsburgh, Las Vegas, Jacksonville, Atlanta, Raleigh, Greensboro and Charlotte, NC.

Additionally, he worked in various roles for AT&T Mobility for 12 years, a wholly owned subsidiary of AT&T Inc. and provides wireless services in the United States. Here, he managed engineering, field operation and switch operation departments in the Philadelphia region, and oversaw his team’s engineering and maintenance activities of wireless voice and data services at over 820 sites and 14 voice switches.

Expert has provided expert testimony at over 200 different town meetings (Zoning, Land use, Board of Supervisors, etc.) in four states (PA, DE, NY & NJ).
