Responsibilities:
Business Development, identification of market opportunities, qualification of business partners and subcontractors. Managed the startup, operations, maintenance of Mina Quaboos under UNCTAC contract; managed the Commercial Port of Guam [Agana] under contract with the US Department of the Interior. Formed a JV with International Services Corp for port assessments, local agent representation throughout Middle East and Asia.

Other project activities in this period included planning, start-up and operation of marine and shoreside maintenance facilities in Saudi Arabia, as well as warehousing and distribution facilities throughout the Middle East.

Also developed a method for the rapid outfitting of large accommodations on barges. The system enabled IHI and The Dimaru to win a $30 million contract for delivery of three Floating Accommodation Systems [FAS] to Bechtel Saudi Arabia within 18 months of contract signing. Expert then developed a provisioning and support system for the FASs with PhilTug operated out of Singapore.

In the same period, provided consulting services to US Government agencies involved in marine and air transportation as well as private clients. Was the Principal Consultant, Project Manager or Principal Author of a number of significant studies; including: the Strategic Plan for the Great Lakes Marketing Commission; Feasibility studies for the Regional Government of the Azores, Public, Convenience and Necessity determinations for the Tampa Port Authority.
