As chairman of the board for a local community water supplier was called upon on numerous occasions to testify as an expert witness for potential groundwater contamination by local industries. Case #1 • Expert witness for legislation developed by myself and Rep. of NJ to limit the jurisdiction of the State of NJ BPU (Board of Public Utilities) regarding consumer owned not for profit water utilities. The legislation exempted these qualifying utilities from setting rates or guidelines for the utility which saved on average, $25-100K per year in government fees. • During the introduction of the bill (A-1678) until the eventual law C48:2-13.2, I testified in Trenton to both houses and their sub committees on the efficacy of the bill. • Bill was finalized toward the end of 1996 and became law on August 12, 1997 in state of NJ. Case #2 • Expert witness for concerned citizens in (undisclosed) Township NJ vs. (undisclosed) regarding the potential construction of a shooting range for sporting clays. The shooting range, if constructed, would result in tons of lead buckshot to be deposited on land that sits over ground water aquifers for various water companies that could potentially result in lead contamination of these aquifers over time. • Testified at various times to Township Town Council, Planning Board and Environmental Commission regarding the potential lead contamination and the effect on drinking water and lake water in the surrounding areas. • Testimony occurred over a few year period and ended, in the spring of 2007. |
