Evaluated the Emergency Preparedness plan in the City of Philadelphia and developed a reorganization of responsibilities. Presented to the Mayor and implemented in one year all the changes.Evaluated the Fire and Response services at the Kennedy Space Center. Developed a plan for improvements and assisted in implementation. Hired as interim Fire Chief to conduct union negotiations and evaluate new potential chiefs providing a stable environment for them to enter if chosen. Evaluated a 4 town regional EMS system and made several recommendations. All recommendations were implemented improving overall emergency health care system response. Conducted evaluation of county area in West Virginia for the placement of new fire and ambulance stations.
