Expert has designed drinking water quality standard guidelines. He has based his guidelines on many considerations. His recommended value for a parameter in drinking water represents the concentration of the constituent that ensures aesthetically pleasing water that does not result in any significant risk to the health of the consumer. Any violations should signal a need to investigate the cause, initiate remedial action and report to health authorities. Short-term exposures to contaminants may be tolerated, but the substances involved must be identified and corrective measures initiated, while at the same time, local prevailing geographical, socioeconomic, dietary, industrial and agricultural conditions must be taken into consideration.
The guidelines must also take into account the precision, validity and appropriateness of the sampling procedures. He has developed a document, based on WHO guidelines for drinking water quality, explaining the parameters relevant to water quality monitoring and their ill health effects. To ensure that drinking water is free from bacteria indicative of pollution with excreta, the regular examination for indicators of fecal pollution must be evolved.
The sampling procedures must identify problems associated with chemical constituents, which arise from their ability to cause adverse effects after prolonged exposure and they must indicate tolerable concentrations rather than be interpreted as targets for water quality. The judgment of the water may be based on scientific criteria, defining dose-response relationships. The analytic data must show frequency of occurrence and concentrations found in drinking water, and as a result, the potential application of suitable control techniques to remove or reduce concentrations, and the rationale for recommended concentrations. Health information on the community, the group information on health related and aesthetic parameters, and the grouping of constituents as health-related and aesthetic must all be taken into consideration.
To address the problems, he recommends communities select procedures that minimize analytical errors especially of constituents that occur in low concentrations. The accuracy of a recommended procedure is to be governed by the objectives of the program of sampling and analysis.
